Raven with a cloak. drake with a cloak. caracal with a cloak.
Pretty much any missile ship with a cloak.

Pretty much any HAC can tank/kill most Spawns without issues

i liked the amaar battleships - the geddon the most. That empty high slot is excelent for a cloak, and with either megapulses or beams you get excelent range. MWD is necessary to get past bubbles, leaving you with the option of web and point to catch hunters, web and cap booster for if you need to boost your cap (either to pirate or if you somehow catch more than your tank can handle), or web and sensor booster to make up for the cloak, or cap recharger for better cap. Your choice on what you want. Lows, 1 active of exp. therm. and kin. and 1 eanm, plus a LAR 2. Whatever you want in the rest - you only need to be cap stable for about 5 minutes to kill the npc's, and the cloak mostly negates the need to take on player characters.

to the best of my knowledge, cloak doesn't need a script - after all, it does just one thing - makes you invisible

Yeah, a cloak doesn't use a thing. It'll hurt your targetting, so you'll want something like a sensor booster, but for ratting in 0.0, you'll want a cloak and a safespot to stay alive.

You have to decloak first, then you can target and fire, and any ship that isn't designed specifically for cloaking (Ie. anything except CovOps or Recon) will suffer from a delay after decloaking before you can target.

Correct, unless you come within 2.5km of an object at which point you decloak and become cannon fodder! This is how a ship with a cloak gets caught in gate bubbles:
You jump into the bubble, start moving then turn on the cloak in your attempt to escape (you have to move before you can cloak), allowing the camper a fleeting moment to see where you are as you appear. They then move towards your direction asap and let loose their drones, hoping that something will get close enough to deactivate your cloak. And of course, since your ship isn't designed for cloaking, you're traveling at a considerably slower speed than normal, so there's a good chance they'll get to you before you can move far away enough for them not to find you.
Of course, this situation is similar if you're ratting in a belt and someone warps in and you try to cloak to escape. If you're concerned about who's on Local, you're probably better off cloaking straight away before they have a chance to sniff you out.
All up, cloaks can be very useful when used properly, but don't expect it to be the "I win" button many people hope for when first playing around with them

Even a covops or recon has a delay. But for the covert device it's about 5 seconds.
It's only stealh bombers and blackops that get the 'no delay' decloak and fire. -- Crane needs more grid 249km locking? |

If survivability is your main concern whilst still being able to kill bs spawns in a decent amount of time and make it past camps to the next system then your choice would be a Pilgrim. With 3 med pulse II and t2 drones and a good shield tank it can eat up 0.0 rats fairly quick. BC and smaller pop fast with the bs taking about a min or two to kill. Drop a pulse for a med nuet and stick a warp disruptor on it and you can pull double duty picking off stray ships.

i would recomend a pilgrim. move fast while cloaked and do 300 dps with drones...

Raven with cloak and one stab, balence it out with a sensor booster; if it's a torp fit whack a mwd on too and you'll be sorted for most situations.

Only problem with using a raven or some other non role based cloaking ship is that if your truly solo and have no scouts or ways to get loots back to empire then the first semi-competant gate camp is gonna pwn you. And trust they usually are a bit more than semi-competant.

if your ratting blood/sansha you should fly a munnin with a mwd and gank fitting with a cloak, send me a mail ingame for a solid setup, i also posted one in another topic that is near a great setup
for gurista or serpentis use a ishtar cap booster and dual rep and heavies, will double for a great solo pvp ship
munnin however does not and atm munnins best use is to kill sansha blood raider due to the high em/therm resists
hacs will ultimately suit you the best since they go fast enough and warp very quickly
also get some safes and practice pulseing you mwd to align if you got a slower hac, if you time it right with mwd then align you will align super fast and then warp just as the mwd runs out..it can be a bit tricky but if you learn how to do it, ss in a hac will happen so fast that no one can catch you even if they warp to your belt right after they enter system. Also find a good quite system and stay there till you need more ammo
and ffs keep an eye on local at all times and your intel channel if you have one
all of this will save your ship and isk countless times
only times i ever died, even in a bs was because of one of those reasons, even in a bs For All that has been said and done, you will suffer... |

From a tank and gank perspective quite well indeed. But again your gonna get pwnd at the first gate camp you run across.
