You dont need all those plates, cause you can tank the sentries long enough till the concord joins the battle and then you are dead regardless of the plates you have fitted.
When we kill stuff in empire, we use a Brutix (cheaper and good enough) with the following setup:

3x Mag Stab for DPS, 1x DC for tanking (its enough) and 1 Tracking enhancer, cause we didnt know what else to put in =)
2x Webber => slows down a shuttle to <100 m/s withing a second or 2 (no chance to reach the gate). 1 ist just not enough (we tried that first).
Scrambler => obvious
Sensor Booster with Lockspeed Script => obvious
7x Heavy Neutron Blaster for DPS. You dont get Damage Bonus from your ship on the Light
Use Medium Drones. With the 2 Webber, you dont have tracking problems on smaller targets. Shuttles/Frigates will pop almost instant when the webber kicks in.
I also have to admit, that we have a dedicated scanner frig, thats why there are no scanners on the brutix.
If you dont have one, you also want to fit a ship scanner. Maybe they have the valuable goods equiped to avoid getting them scanned via a cargo scanner. On the other hand its handy to know, if the target is tanked or not.
cruisers are also good for killing stuff in highsec, but i prefer the rupture over the throax (as 2nd best suicide-cruiser), cause its easier to fit gank and tank (for sentries).
For killing Miners in Belts (ransom some macks), the thorax is better then the rupture, cause you dont need a tank there (mack/hulk wont kill you till concord arrives).
