I'm currently running level 4 missions in a Myrmidon easy enough so a Domi should have no problems
The key is all in the resists. Use Armour hardeners based on what your fighting as a rough guide
Amarr/Blood/Sansha - EM and Thermal Caldari/Gallente/Guritas/Serpentis/Mordus - Thermal and Kinetic Minmatar/Angel - Explosive and Kinetic (and a touch of Thermal)
Eve Survival will let you know what to tank. |

5 years, huh? What have you been training, nothing but science and industry skills? 
You can solo L4s after a few months. After 5 years, you should have accidentally come across the skills needed to do so just because you've run out of other things to train.
As for soloing them, the following ships will work quite nicely with varying degrees of effectiveness: Drake, Myrmidon, Harbinger, Hurricane, Rook, Lachesis, Absolution, Damnation, Nighthawk, Astarte, Eos, Claymore, Sleipnir, Deimos, Ishtar, Muninn, Legion, Tengu, Proteus, Loki, and probably a few more that I haven't tested. Oh, and pretty much all battleships, of course, but who needs a battleship anyway GÇö they're for sissies. For some missions, you could list pretty much anything from tier-2 T1 frigates and up, but those are special cases. GÇ£If you're not willing to fight for what you have in GëívGëí you don't deserve it, and you will lose it.GÇ¥

I use a Tengu.
The key is a faction small shield booster (preferably the pithi's), mission specific hardeners and a faction afterburner. If you have those and decent shield + cap skills you should be able to tank even the hardest of Level 4s without much of a problem.
Basically I would use a Raven or Domi to save up for a Tengu and once you get enough cash to buy a tengu + a decent fit you should be fine.
I would also suggest using HAMs to get more DPS. With good skills you may be able to hit some targets out from 70km. While you can hit targets even further out with HMs your DPS is going to suffer.
Plus with a Tengu you don't really need much range considering you should be going fast enough for ships to have trouble hitting you anyway.
You can honestly run a Level 4 in anything. You either need to be fast (cause NPCs have crappy tracking) or you have to have good resist.
I even saw a L4 Rifter fit somewhere a year ago.... |

I'm doing them in a Drake, slow but does the job. So far, no L4 mission got my shields down to less than 50%. Passive tanked, with resistance rigs as well, T2 heavy missiles and T2 drones. I was a bit disappointed at the low amount of BS rats in the missions and the stupid amount of frigs and cruisers though. |

I solo level 4s with either a navy Geddon or Apoc... depending on my mood.
Only 1 repper, and only had trouble on the Blockade. So far. Without EVE survival though... probably would have been easier then. |

Use The Correct Hardeners(tm) and you too can solo level 4 missions like a pro.
Also, don't aggro the entire room at once. Pull the correct spawns in the correct order. If you do not, you will aggro multiple spawns at once and it becomes much harder to tank. You can learn the correct order to engage spawns in by looking the mission up online, or just through trial and error. |

A lot of people say go with Rigor Rigs but I prefer CCC's since I can run the Tank of the recharge. It is mostly Missions like the Blockade where I need to run the Cap Booster maybe even Warp out once. Pretty much any other missions I don't even bother with it or only use a couple of Charges. With CCC's Precision Missiles are a god send for taking out Cruisers. I use a Meta 4 Shield Booster for fitting so I can have a Sig Amp since their are times when the enemy spawns about 100km away. I will upgrade that to faction though.
I like this Ship because it is lazy I often alt tab out to do other stuff after I pick a target so Blitzing is not really my thing. I make good money between it and my Noctis. The Tractor Beam is so I can grab any Mission items if they are close before I grab my Salvage Boat.

Personally, I used a shield boost amp instead of the extra hardener, and I think a PDS II instead of the signal amp. Been a while so I don't recall exactly. I tanked Worlds Collide 5/5 and AE bonus room solo with it.

He's got CCCs, has decided he can run the tank on recharge, and still has the booster.

For my tastes, there are generally 2 Vanilla Ravens for L4s (there are some other good fits, but they usually require $$$) 1) Cap Boosted (Rigors, 4 BCUs, etc) 2) Cap recharge (CCCs, a flux coil, maybe drop to a large booster, etc)
Anything in between is probably a poor choice. Single-Shard, Player Driven Sandbox.
