cap recharge is an important element that everyone is used to by now. Changing them to affect shield boosters will have a dramatic change in the game.
Since caldari have good shields and less low slots, armor tanking is not an option. Minnie ships are somewhat balanced regarding that: avg lows and meds, *but* weapons that don't use cap (and a tempest has 5 meds, cap booster comes to mind).
Amarr ships will suffer. Using large lasers will be pointless in an apoc with no dmg bonus. Without the cap recharge, youll end up without cap no matter what.
imho, the apoc is unbalanced due to the armageddon. Yes, because the armageddon have rof / dmg bonus and 8 lows. The lasers were nerfed sometime back because of the dmg an arma could make, and the apoc ended up as the BS for traveling (nice recharge, nice cap, fit 2 MWDs and you are set: but forget battles).
So basically, we have now the amarr lvl2 bs in the dust, megathrons in the middle ground (but closer to the apoc than to the tempest) and ravens dealing the most dmg of the game, but trhough missiles.
With the cap relay / sb nerf, apocs will confirm their place as the ship for traveling; megas will get worse than now, tempest will get a boost (more ?) and caldari will mean ew (scorp).
Problem is, I just saw a thread talking about 1400mm howies. So tempest will get a nerf ? if so, they will be "less" good.
Please, make the right thing: instead of nerfing the cap /sb combo:
decrease the efficiency of shield boosters across the board;
leave cap relay as it is
decrease shield recharge to useable levels (120/240 secs ?) but make them race bound (each race would have a different shield recharge, but all of them at useable levels, not 15 minutes as it is now)
make the shield amp low slot.
Don't find these suggestions good ? then let's find another way out of it. Stop nefing modules introducing "penalties" (you fit a module, you loose a thing), but adjusting dependant values accordingly.
imho this whole thing about cap relays / sbs are bound to the useless shield recharge thing in the first place.
