You can kill anything that you have enough ammo to finish and of which you can break the passive shield recharge rate.
Doesn't mean it's going to happen.

Uhm. You clearly don't know anything about game mechanics.
Even if wolf has scram/web, vagabond with mwd will go faster than wolf without speedmod when 90% webbed, assuming vagabond has decent skills.
