I don't see how the nos nerf is a reason to drop it in a Rifter fitting. The purpose of the nos is not to kill the cap of your target. One small nos is simply not enough for that and probably never was. The whole point of fitting a nos is to keep your own cap from running dry.
After flying Rifters for a while, I've come to the conclusion that there are (at least) two general directions in which you can go with the way you fit it, fly it and pick your targets (you can mix the two or try something completely different, but it helps to have an idea of what you are doing and what you are aiming at):
- Bleeder: Fit a nos on the 4th high and a cap power relay in the 3rd low (maybe only one of both). Go for bigger targets, such as cruisers. Tank them until their cap runs dry, then you win. Doesn't work always, but gets you nice loot or opportunities to ransom. There's more ISK in cruisers than there is in frigs. Avoid other frigs, because if they are fitted for max damage, they will most likely kill you. (You can't tank the DPS of another Rifter. Damage output and HP decide who wins in such a 1vs1, and the Bleeder clearly fails at both)
- Max Damage: Fit 200mm ACs and a rocket launcher in the highs and a gyro in the lows. Fit a plate or damage control to get some HP buffer and/or resists. I personally like the fitting, Omarvelous posted in this thread. Go for targets you can kill fast or that can't hit you at all, as you can't tank damage forever. Or fly in a gang.
In a 1vs1, a damage fitted Rifter usually kills a Bleeder. But what's the point of blowing up other frigates? Okay, maybe you are just after some pewpew and nice fights. As a pirate, however, you might have different priorities. Popping frigs means high risk vs. low reward. Popping cruisers means high risk vs. high reward, so the choice is obvious. As for "nice 1vs1 fights", I usually prefer looking back at them over looking for them.
(If you think that even cruisers are no lucrative targets, then don't pirate in a Rifter and get a real ship instead. Or make sure you find an undefended Hulk with crappy drone skills. good luck, u will need it!)
If you like the Bleeder, you might also take a look at the Punisher. Think of it as a Rifter that is slower, has no slot for a web, tanks better and does slightly less damage. You can (and should) fit autocannons on it, so it's basically a Minmatar ship that looks more shiny (i.e. if you can fly a Rifter, you can almost fly a Punisher). The lack of web and tracking bonus (Rifter has tracking bonus, right?) makes it less good at killing drones...
