A rifter is more than capable of low-sec piracy and there's a lot of posts and threads on this. A rifter (imho) is the best T1 frigate, able to take on and beat all over frigates. The punisher is a close second but the rifter is more versatile.
With T2 ACs and it shines.
As for MAKING money from piracy - depends if you want to ransom peeps. You can make some isk from that BUT, the only ships worth ransoming would be BC / Command Ship and above and they will be, by and large, out of scope for a single rifter. Having said that, i have taken down a hurricane and two rifters took out an apocapalypse -- so you might be lucky.
Pick your targets carefully: all t1 frigates, destroyers and most cruisers (except maybe the vexor, arbitrator and thorax) should be possible and hell, even some badly fitted battleships. Learn to use the scanner and keep an eye on local.
However, the only way to learn is by doing. I would drop the T2 ACs and go with cheaper T1 kit and have at least a dozen rifters handy. You will lose ships and often but it's the best teacher.
Also, make sure you learn the flagging rules - nothing more embarassing than getting popped by sentry guns after a successful kill.
Post your rifter here also, am sure there will be some useful comments.
Good luck.

alright I would like tol post my rifter here so u guys can see him but how should I post a rifter?
In the Highs: I got 3x 200mm T2 ac's small nosferatu t1
Mids: Stasis web t1 warp scram t1 1mn mwd t1
lows: nanofiber internal structure t1 inertia stabelizers t1 overdrive injector t1
Just going to chime in here:
A speed tank in lows but with those guns you are going in close - IĘd advise fitting a plate for short range combat. It'll give you a nice buffer until you can get in a tight orbit and switch the mwd off. If you get webbed the plate may just save your hide or give you time to breath. ItĘs a little less manoeuvrable than stock but you can always fit a 200m plate instead and have room for a CPR in lows if you are running short on Cap.
HereĘs my preferred close up fit to give you some more ideas, with my fitting skills it still runs short of cap after 2 and half minutes with the mwd off and using T1 tackle gear in meds.
Micro Auxiliary Power Core I 400mm Reinforced Rolled Tungsten Plates I Small Armor Repairer I /OFFLINE
1MN MicroWarpdrive I Warp Disruptor I Stasis Webifier I
150mm Light AutoCannon II, Barrage S 150mm Light AutoCannon II, Barrage S 150mm Light AutoCannon II, Barrage S Rocket Launcher II, Gremlin Javelin Rocket/ Phallanx etc
Good luck!
