I am presently training Missile Launcher Operation (MLO)to 5 so that I can get the guided missile skill and begin using them. I noticed that I can train torpedos now, with MLO at level 4. Is it worth doing this? I don't mind continuing to use heavy missiles for five more days as I am able to complete most of the level 3 missions with them.

Torpedos will have an even shorter range than Heavy missiles. You WILL want that skill if you plan on partaking in PvP at any point in the future as Torps can put out more than enough damage to justify playing so close to blaster range. Cruise missiles on the other hand are incredibly well suited to PvP support, mission running or ratting thanks to their significantly longer range, higher velocity and more suitable blast size.

It is really situational. Torp, Cruise, Heavy all have their intended roles.
For level 3 missions, the heavy missiles are probably the most balanced weapons you can use. Level 3 missions usually have BC sized rats as the biggest targets and there are a lot of frigs/interceptors.
Even cruise missiles may have a hard time doing max damage to frigates.
For level 4 missions where you have a lot of BS/BC/cruisers, torps will most likely give you the most damage. However, you have to be really close to the target (Gallente-blaster combat tactics) and they are ineffective against fast frigates. Thats where your drones come in - frigate exterminators.
Cruise missiles (depending on skill/gear) will let you snipe enemies from 90km+. Blood Raiders cant even touch you from that distance. However, the mercs flying Machariels will catch up to you really fast. Again, cruise missiles suffer a penalty against fast frigates.
So it depends on how you want to fight.
There is a missile guide in the forums somewhere that tells you the missile vs target size/speed damage calculations.

Its a little troubling to have to chose between cruise and torp unless you plan to have your Raven do double duty (PvP and PvE), then cruise is the way to go. The problem with using the same Raven for PvP and PvE is you probably would want to rig them differently.
On the other hand, if you have a dedicated PvP Raven, which the changes kind of favor I think, you could consider velocity rigs and using tech 2 ammo for maximum range. Torps do outrange blasters with similar DPS.
If it wasn't for the change, you'd be quite happy with the Cruise Raven. It places quite high on killmails and has a nasty alpha strike. Does not require a TP for max damage. Kills small stuff which seems to be the trend in PvP. Nothing more fun then if an interceptor slows down to do DPS (on a gang mate, usually interceptor duels)and then notices a flight of cruises inbound. The natural reaction is to hit the MWD and then, well, lolz.
