The ONLY cruisers that should be anywhere near a PvP engagement are ALL THE CRUISERS IN THE GAME.
I remember a little while back when people told me I was mad taking frigates into pvp. Thankfully they are getting better, and they have a good important role of preventing people fleeing.
I agree with the comments Dreez posted up there.
Battleships are too good at everything, and mauling all the best best cruisers in the games in less then 2 salvos of fire really is a bit of a sin.
Cruisers are the low end of the food chain in PvP, and thats not right. Not at all, sorry. They should be in every fleet, and they should be effective.
New Elite Crusiers don't fix the problem, and will only suffer the exact same problems when 'Elite' battleships make their way onto the scence. Paying attention to this problem now will resolve it rather then throwing some nice new ships out saying "These will fix it".
I still struggle to see a resolution to this other then to make large turrets struggle harder to hit moving smaller targets, cruisers included in that. Stationary, thats an easy target in anyones books.
The accuracy should have something to do with the targets signature radius, and ECCM modules like backup arrays should help reduce the signature radius of ships to help encourage their use rather then all-damage setups. Stationary ships will still be easy to hit, but moving ones should be far harder to score big hits on.
Its like an economy. When a battleship is in NEED of defense, I mean dire need of protection because they are vulnerable, then and only then will see people in cruisers and frigates defending them. Whilst they still only need another battleship to defend them, you won't.
Without this type of vulnerability they will still only be battleships in the fleets.
Personally, I think the problem is influenced further by med slot sensor boosters. I honestly think these things speed up lock times too much. It takes away the vulnerability the battleship had imposed on it with respect smaller ships. +50-60% boost to locking speed really is damned near neutralising this penalty.
Just my opinions of course, probably nothing more then babbel
