As you seem to be on top of this, I have a question...
Would limiting "Contract Sales" to non-standard items (Items that can and are normally sold on the market can't be sold by contract) make it tougher to collect up the ISK for transfer?
I am fully in support of CCP adding something in the Tutorial process to let your "Average Joe" understand the outcome of buying ISK from outside sources... I would also love to see the wholesale banning of the accounts that feed the ISK sellers each time the buyer gets smacked and has the ill-gotten ISK removed from his wallet... I would even support the public flogging of ISK Sales Spammers... I report them, the petition gets closed, a week later the offending character (as best I can tell) still exists... Something superimposed across the portrait that says "BANNED" would tell me my actions were not taken in vain...
Local Chat ISK sales spammers getting "Blasted" by Concord (and it is reported in local) would be another step toward showing those of us that report these things that it is not all for nothing...

Its hard to say how much that would cripple isk farmers, I think they would just find new ways of laundering their isk. An example I havent found recently, but I do remember is like when a farmer 'buys' a CNR fit of another farmer way above market value, like 10b for a 2b CNR setup. Another, maybe more fail example on the farmers side, is buying up every item in a station, then putting up 1 unit for a few billion, good laundering, but has also made some players nice isk and damage to the farmers when the farmers have bought the 3rd party players item instead.
If you put a 'roof' on modules price, it would end up interfering with the free market, prices, especially on faction and deadspace modules fluctuate alot...
My start vs iskfarmers also petitioning the backmen putting up these contracts, felt good in the start, but then I realised the guys I had petitioned the day before was doing their buisness the very next day, CCP just doesnt care about that....
Ill see if I can get something posted that might get some progress done, might open a few more eyes to this problem.

Jack aab has been around for quite some time.
Remember that name from long time ago, he got alot of contracts both farmerish and launderingish in his name.

I think the new starting skills have also encouraged newbis to buy ISK.
Anyone newbi that bothers to read the forums and help info understands that learning skills are a very good idea if you plan to be in the game for a while.
Since the new starting skills they often are close to or actually need to buy the adv learning skills at 4.5mil a go.
If the starting skills were better spread out so they could actually fly and fit most of the mods they need as newbis to make money, by the time they needed the adv skills they would actually have the money to buy them. This might also stop the newbis bypassing frigate and going straight for cruiser.

There's a lot of things CCP can do to deal with this problem.
As I see it, it's all about pushing back. The sellers will always be there, but making their life harder reduces their numbers and makes our gaming experience better.
The CSPA charge was one good move. More dedicated GMs who only hunt these sellers down is another. Automatic tools to flag mass evemails with keywords in them is another. The ability to block evemails from trial accounts is another.
There's a lot they could and should be doing.

you really think thats the truth? These ISK sellers buy and fit full faction ships. Some of them fit nothing but faction and deadspace mods to run missions faster in empire. So dont, for one minute, say that the ISK isnt injected into the economy until its sold to a player. Its injected the minute they click "accept" on their CNR contract, and doesnt end. They lose a ship to a suicide gang? You bet they'll replace it witht he ISK thats been farmed and theyll come back with the same faction/officer/deadspace fitting.
So where are these farmers with deadspace officer modules?
