Most likely you won't be able to . Most (?all?) of those cards don't support T&L (transform and lighting) which is required for EVE. (although as Sabahal suggests you should go ask in the tech forums)

1. It doesn't have hardware TnL... I'm not sure if thats required for EVE, but even if its not, the IEG2 is as slow as a TNT m64... which will hardly play Counterstrike, let alone EVE.

I play eve regularly on a laptop with a Radeon IGP320 (integrated chipset for Athlon) using 'Omega' drivers (modified higher performance drivers). I've also played it on an IBM T30 thinkpad with a non-integrated Radeon 7500 chipset (32meg).
Hardware T&L is not absolutely required. It will not be as fast as any decent desktop video card. Non-integrated chipsets are noticably faster than the integrated ones (ie the T30 is faster than my HP with the IGP320 in Eve). You'll have to turn everything down to as low detail as possible, run fullscreen mode only, and don't run any more background tasks than necessary.
All that said, and assuming that the Intel Extreme is of a similar level of performance to the IGP320, you can do about 95% of what can be done in Eve without any major problems. The major restrictions will be large battles and extremely large npc spawns (the type you sometimes see in 0.0).
It should be just fine for say, running a 2nd account thats operating a hauler for you or doing scout duty, trading etc. I wouldn't want to bring my BS into 0.0 combat with pirates on a laptop with an integrated chipset though.
