Heres an example of how local works in 0.0 at the moment.
Scout jumps in, sees local is full of hostiles. He/she reports intel on where they are and gets a position on them.
Hostile fleet sees theres a possible scout in local and starts taking defensive measures and gets scouts out.
Freindly fleet jumps in, warps to scout and engages enemy.
Follows much much pew pew and fun.
In the case of NPCers, they can not Ctrl Q straight away in 0.0 because of scrambling npc in some of the best belts and the risk they wont warp in time. They have to get safe. Cloaking is a pain but Ctrl Q is never been an issue. You can still find them in many situations.

Scout jumps in, scanner is clear, no idea whats in system. Scout warps to out gate, its clear, fleet entres system, scout moves to next system and fleet moves on as well. Theres was a enemy fleet on another gate/SS/Planet but as theres no local and they where off scanner they where never seen and no pew pew happens.
As most systems are large than 15au and enemy fleets dont tend to sit on one gate all day long the chances of actualy getting a fight are next to 0 compaired to currently and you can kiss soloing or small gangs good by as the less ships in a fleet the less likely to find ANYThING in a system.
Scouting would take 10 times as long as every gate would need checked out side of 15AU and that would have to be done in EVERY system. Camping would be come the only way to get targets and theres enough of that allready.
Might as well make everything warp to 200k instead of warp to 0 cos thats about a similar amount of time it would take to get a fleet anywhere.
Removing local is bad and will change the game for the worst. CCP would have to massivly overhaul the scanning system and allow whole system scanning with the click of a button if they removed local chat. There HAS to be a way of knowing whats in the system when you jump in, even if you dont know where it/he/she is.
