The description for this skill reads as follows:
Skill at preventing damage from penetrating the shield, including the use of shield hardeners and other advanced shield modules. Reduces the chance of damage penetrating the shield when it falls below 25% by 5% per skill level, with 0% chance at level 5.
It is the "with 0% chance at level 5" that I am confused. I understand this to mean that if I train this skill to level 5, then my shields will no longer take any damage at all, once they are reduced to 25%.
Wouldn't this make any ship I was flying invincible? Obviously this can not be correct, so what does this phrase mean?

Long version: when your shields are low, damage can bleed through to your armor. (As in, your armor takes damage while you still have shields remaining). It's not very much, and it doesn't happen all the time, so it's most noticeable on something like the Drake that can be at low shields for a really long time. Tactical shield manipulation is meant to prevent this. As in, with level 5 in tactical shield manipulation, you will never ever take armor damage until your shields are all gone. Now, people debate over whether the damage to your armor is *extra* damage or whether some shield damage is being siphoned off to the armor or what, but the basic point is that it is not worth training to V unless you literally have nothing else out there to train, as this skill really only comes into effect for a tiny brief period of time when your shields are already failing (If you run a passive shield tank set up, if your shields drop to below 33% the incoming dps has already exceeded your tanking ability and it's time to GTFO)
I'm not quite ready to declare the skill completely useless, but in comparison to other skills it's not worth training beyond what you need to get techII hardeners (which is level IV)

You only need the skill to lvl4 to be able to use Invulnerbility Shield II.

I have lvl 5 and I love it. I've warped out with 6% shields and no armor damage on my CNR.

lvl 5 is required for Capital Shield Booster. Other wise train to lvl 3-4.
