they are a point in which a capital ship can jump to.
you see capital ships can't use star gates.

I think the current limit is around 4.5 lightyears.

The real answer is that it depends on the class (dreadnoughts are much shorter ranged than carriers) and it depends on the pilot's Jump Drive Calibration skill.

By the way these things look awesome when someone jumps in, suddenly you get that nifty wormhole effect with loud-as-heck sound and bam, gang of carriers jumps in.

A light year is a measure of distance. Specifically, the distance that light will travel in one year, or 9,460,800,000,000 km. In comparison, 1 AU = 149,598,000 km, and there's 63,239.67 AU per light year.
So saying you have a 15 light year maximum jump range is saying that as long as the target star system is less than 15 light years away from your current location, and as long as there is a friendly cynosural field deployed in that system, you will be able to jump to it.
The reason for an out of game jump planner (posted above) is that the in game display for jump ranges isn't the best, and unless you're familiar with the route, it's not easy planning multiple jumps just using the in game display. ---

Of course, Jump Drives are not always the "quick route". There are many cases where you can jump a capital to a system in one jump, where as non-capital ships would need to take many jumps. However, there are some cases where non-capital ships can take the short route, where as capitals need to jump several times to reach the target system, due to jump gates linking regions with large areas of empty space between them. You see Eve is true 3d space... Capital ship can jump certain distance in that space. It has nothing to do with stargates and amount of systems regular ship has to go through.
