So you can find LowSec and 0,0 for the first category and HiSec for the other.
I saw, that pvp-corps using wardecs to hide small HiSec corps for weeks and destroy there gameplay. Be shure - there will be a point, they'll leave this game . . .
So far - my opinion was: This is part of the game!
But if war experienced pvp-corps using wardecs to kill miner, missionrunner or noobs in HiSec-areas - be honest, thats poor - isn't it? And so I'm dissatisfied with the possibilyties thats wardecs allow.
But what can be done? What happened with carebears at war? They can't leave a station without loosing a ship. So they are enchained in a station or in a system. I guess it was fair that the other part of this war - was it too.
Determining a warzone!
The corp that declared a war may not leave a determined arera (what ever it bordered). So there will be a big disadvantage for both parts.
The problem with all suggestions about limiting the ability to harm other corps in high-lowsec is that in order to deal damage to a corp you need to destroy their assets and infrastructure. Now even most 0.0 entitys have POS or altcorp POS and logistics/infrastructure (freighters, mining, missionrunning, trading) in highsec space. Why? Cus you don't have to put even 1% of the security measures (hard work) behind your operations there compared to 0.0. It's like an insurance of sorts. A very safe alternative to 0.0 (maybe good maybe bad, I won't try to analyse that here though).
Removing the limited but still available option to do physical damage to a corp in empirespace (by making it "safer") would mean that the only option left to destroy the assets of another corp would be through infiltration and theft.
ps: I don't think that you'r ideas are outright bad. By all means keep the ideas flowing. Afterall this is what this forum is about. Maybe we in the playerbase can come up with stuff that CCP haven't thought of yet.
