Raven can be passivetanked (use rigs). Scorpion can indeed be passivetanked (lots of mids). If you go faction, have a look at the rattlesnake. It's prolly the top tanking BS out there.

Yeah, Rattlesnake's bulletproof. I used to have a novelty officer fit in EFT that tanked something like 3500DPS on that boat.
If you rig it right, you can get a good passive tank on the Raven. Neighborhood of 600DPS with T1 rigs, T2 mods and a couple Gnome implants, as I recall, and it still does about 450DPS with T1 Cruise Missiles. Not as tough as a Drake, maybe, but double the damage output and plenty of range for missions.

Honestly this suggestion disgusts me. One overpowered and broken PvE ship (Drake) should be enough. The Raven is superior to every other BS with regard to missions, even without a 'brainless no skill mode'. And it's already possible to passive tank Raven, Rokh and Scorpion. They're just not better than the Drake. I don't see the need for a dedicated passive tanking ship. Imho passive tanks should always be weaker than active tanks anyway, due to obvious reasons.
