PF- is a particular haven for Rorqual-mining group hugs. Sometimes it takes five minutes to load grid due to all the mining drones buzzing around and foreman link boni being calculated. I have never needed the stabs I habitually fit.
From the concise OED:
piracy
ò noun 1 the practice of attacking and robbing ships at sea. 2 the unauthorized use or reproduction of anotherÆs work.
I'm not sure "piracy" is given meaning by whether it's defined as illegal where some piracy takes place. I think attacking and looting ships is just piracy whether it's forbidden or positively encouraged in a way that doesn't ever happen in Syndicate.

Heh, I simply draw a distinction between the widely implemented practice of NBSI in 0.0, especially in regard to holding space, and the commonplace "shoot first, to hell with the questions" practice of what I suspect is the majority of career pirates. It's really arguing semantics, but if just shooting things for personal gain counts as piracy then I think Delve is pretty pirate-heavy these days.

Piracy of old was usually defined by a piece of paper (or more accurately the lack of one).
Those with a letter of marque from their sovereign were merely furthering the cause of their country.
Those without a letter were pirates.
To put this in Eve context, if you're in your own alliance sovereignty and defending it, then you're not pirating.
If you're a member of an enemy alliance and you're out harrassing enemy shipping, trying to take territory or otherwise destroying the enemy, then you're not a pirate.
If you're neither of the above and engage in hostile acts without a cause (either defending your teritory or on the offensive against a known enemy), then it's piracy. Even if you're in an Alliance, but decide to just pop someone because they happen to be an easy target, this could be classed as piracy if neither of the conditions above are met.
Piracy has little to do with where you are, but more to do with the structure of your organisation and that of the people you fight.

I was in Syndicate for a week last week and saw no action whatsoever. I wasnt actually looking for action mind and I would have run as fast as my ship would let me, but I didnt see a single act of aggression. I flew back to Verge Vendor at peak time expecting a camp on the way, but nothing.

Its very simple guys.
Piracy in .0 is possible. Piracy anywhere in the game is possible. Then there are Outlaws who engage in Piracy in both low sec and .0, but thats a given.
Many of you seem to be confusing the two. The -5 sec stat or worse are already defined as Outlaws.
If you are perma blinky red, its pointless to compare yourself to those who are not, but do the same things, some of the times.
If a 3.0 Sec stat Pilot enters .0, finds a ratter in a belt, ransoms the ratter for ISK and moves on, he/she has just Pirated! Even with no sec stat hit, that is an act of Piracy.
Perma blinky reds shouldn't even look at that as competition for what they do! Its a whole new bowl of peanuts once you're -5 or worse; i.e. different game mechanics are applied (except for .0).
