how far or close to a moon must i be to anchor a small pos tower for moon mining? thanks for any help

Just at the warp in point for the moon. There's a preset place where the tower will wind up anyway, usually about 100km from the warp-in point.
You may want to practice setting up a POS on SiSi before you commit the time and ISK to doing it live for the first time.

And yes, test it on SiSi first. Make sure small towers have the PG/CPU to support both a mining operation AND POS defenses.

Well, the reasoning for making it .3 and below is to
1. limit the amount of moons/good moons around 2. Mainly, so that the awesome isk printing moons can be attacked at any time. You cannot expect to put one up in hisec and basically get an invincible isk printing machine.
And yes, research pos's can be quite profitable, but the pos itself does not make the isk...you have to drum up business to fill slots.

The test server. Directions and rules for it are in the development forum.
Essentially, everything there only costs 100isk, and doesn't effect "the real world" in any way - so it's a good place to go to try things out without consequences. ----------------

Yeah, servers have names. The live server is Tranquility or TQ, and the test server is Sisi. I forget what the name of the China-based server is (Serenity?).

unless you're very lucky to find a really good moon without a pos on it, you'll need a pos chain to make something people will buy. That means a big investment, even if you just use small towers, which i highly recommend you don't. To make some serious money you're going to want to sell complex reactions, or better yet, t2 components. That takes isk, a lot of isk, to get started. I would use large towers mostly for the cpu and grid. Fill them with guns and bob's your uncle.
If you plan on making loads of isk from selling raw moon minerals, well, good luck to you
