Although it's nowhere near as fun, most likely the stig is the individual test driver the car companies send over with their cars. For insurance purposes, I severely doubt Porshe of Ferrari or whoever would be allowed to let someone outside of the company take one of their cars for a spin around a track.

I imagine the show has its own insurance policy. Probably the same one that any other car show or magazine has.
Ben Collins seems the most talked-about candidate. He was on the show at least once as himself, doing the first car football game with Toyota Aygos.
For purposes of consistent track times, I think it'd be one person, at least for the track tests.

I'm of the opinion that it is a variety of guest professional motor-sport drivers, and not one person. But theres no actual evidence for that, it'd just be cool

I went to see Jimmy Carr last year and someone asked him this question.
He said it's two people and they're both former rally car drivers, but that's all he would say.
