The op makes it sound like a Concord fleet was hot dropped in. More likely someone got trigger happy and forgot they were in high sec. Lag affects everyone.
Many 0.0 members feel that empire wars suck. There isn't anything to fight over and limited methods to pin down a fleet. Usually it involves ganks by one side or the other followed by a quick dock up. Mostly its an approved method to gank haulers near to or going to or from Jita. Either way the kills/losses are insignificant.
Usually how it works is a gang is formed, roams a bit in 0.0, then gets bored. Usually at this point the gangs have a mixture of RK/Smash/Atlas/CI, each with their own war decs. Empire is somewhat the last resort to finding pvp. Sometimes RK gets a war dec fight and Smash watches. Sometimes Smash gets a war dec fight and RK watches. No point in splitting out the fleet.
For the tl;dr crowd: Empire wars are boring and unproductive. The kills/losses are amusing but insignificant. We'll have another war dec next week and someone else whining on the forums.

Many of us rarely visit Empire. It isn't unusual to go a few months without leaving 0.0. Low sec is more common, but even then there isn't any worry about Concord.
Spend that much time shooting anything not blue and its a natural reaction in empire. I sincerely doubt that more than a few have empire specific overview settings because its more likely a major patch will be released that nukes the settings before the overview is even used again.

Will do. We smack everyone. Including each other. If you count an explanation of common sense "smack".
What we do try to do is have fun and not make that many excuses. We don't mind losing ships. We don't hold k/d ratios in very high regard.
Very amusing to be in a gang where the members are demanding that the FC suicide the fleet on the off chance of a few kills *grin*.

Thats the point. A war dec forces nothing. Its rather unusual for a large alliance close to empire to be *not* in constant war decs. Unless someone posts in COAD most have no clue who the war decs are. Our responses have mostly to help *them* get fights from *us*. We're not the ones whining about fights.
