I think that the way the bounty office currently works is a little messed up.
Here how i think the bounty office should work.
Setting up a bounty will require that you have kill rights on the other player. Once a bounty is setup the kill rights will remain for anyone who wishes to collect the bounty. The bounty will only expire if the reward is collected, the person who sets up the bounty takes it down, or if the character with the bounty or the character placing the bounty gets trashed. Bounties will also have a small monthly fee payable to concord, if the character fails to pay the bounty fee the bounty will disappear, along with the reward money.
*The kill rights will allow the bounty hunter to collect the bounty anywhere, that means no interference from concord. So you dont have to worry about getting concordokkened, or shot by gate guns. And engaging a player to collect his bounty will not allow his gangmates/corpmates to assist. So they could be in a group, as long as you only fire on the target his friends cannot retaliate.
Not only should you be able to specify the isk value of the bounty, you should be able to specify the terms for the completion of the bounty contract. You should be able to specify the isk amountof damages the target should receive, number of killmails, pod kills, and if you want the corpse.
Bounty hunters will be able to review bounties at the bounty office in the station, if a bounty hunter wishes to take a bounty he will have to pay a fee. Corporations should also be able to accept bounty contracts for a larger fee.
To collect a bounty the bounty hunter must return to a station with a bounty office, and meet all of the terms in the bounty contract. Also, a small portion of the reward may be taken by the station owner.
On top of all this i think that bounties should also apply to 0.0 too. Getting killed in 0.0 shouldnt give you killrights, but you should be able to set a bounty, maybe with a little higher fee

Personally I think bounties should work like your own personal wardec. If you've been bad and have a sec status under -1 and someone posts a bounty on you, you should be fair game even in Empire. Or you could set it up so people could pay fees to be "bounty hunters" and then it'd basically be the same as a wardec between bounty hunters and ppl with bounties.

You should be able to place a bounty on someone if you have killrights only. And the bounty should be able to specify how much the enemy will lose, along with the county prize. So bounty hunters could hunt their prey in hi-sec and so that the person with the bounty on his head cant benefit from an alt or a friend popping him.
The bounty office would charge a percentage of the bounty prize for giving you the killrights.

i personally like the idea that someone posted a while back. You go to a bounty office and you are randomly assigned to kill a player that has a bounty. this way would stop alt/corpmates of that player cashing in on their own bounties, unless of the off chance their alt get assigned the bounty of their main.

That wouldn't work, because you could get people who haven't been playing, or are in some part of 0.0 you cant get to.
If you specify in your bounty that you want 2 battleship killmails and the bounty is going to be 100m. That he wont benefit from anyone shooting him.

I made a post a while ago following something along the lines of that, but in my idea you got a short list of targets from the bounty office, you were only assigned to fully active targets within x jumps of your location, and the list updated every 30 minutes.
I went into big ranting details to get around what the above poster pointed out - I think I was drunk when I wrote it I doubt it could be implemented. Nobody replied
