Do rats get more difficult as you move into lower sec space (ie. .8 vs .6 vs .5)?
If so, is there any general rule of thumb for which class of ships to bring to different systems based on sec for ratting?

Yes, they get more difficult as you progress further into low-sec.
From what I've seen of my limited time in low-sec moderate difficulty rats (cruisers and above - i.e. level 3 difficulty) can hover around the gates too.

Yes, rats will get stronger as you move to lower security systems.
General rule is hi-sec has frigates, low-sec has cruisers, and null-sec has battleships.

Yes they do.
In 0.8 to 0.5 you get frigates of increasing difficulty - even 0.5 space rats become no real challenge very quickly.
As you go down the security levels you get cruisers and battlecruisers until in 0.0 you can get multiple battleships.
Once you are in 0.4 and below the ship you use has to take into account the player pirates as much/ more than the npc rats.
For lo-sec/ no-sec something expendable if preferable IMHO.
For the little it's worth, I used to rat in 0.3/ 0.4 quite happily in a Punisher frigate.

Ratting with a good frigate (punisher, incursus, tristan, merlin, rifter, kestrel come immediately to my mind) in lowsec is profitable for new players, just prepare yourself to loose this frigate to pirates, and to loose your pod sometimes too (you can try to warp it while your ships is aboutto be destroyed and then your pod should warp as soon as you get your ship destroyed - don't panic and it works, it's just a frigate you loose!). -- Pocket drone carriers (tm) enthousiast !

In 0.5-0.8 systems you'd see only frigates, but in 0.5 the frigates get larger. In 0.4 cruisers start, battlecruisers start at 0.3 and below. Warp scrambling rats I remember I would only meet in 0.2 system and lower, but this might have been changed. You can identify the warp scambling ones by the names and avoid engaging them. Battleships start with 0.0 space.
After doing some of your basic combat and training skills for first 1-2 weeks, in a frigate you can kill 0.4-0.3 rats. Won't be easy but bounties on them are 75K to nearly 185K just for a single rat. They also drop nice loot and leave very nice wrecks for salvaging. You can to learn to keep yourself safe from player pirates but at most you're going to lose a frigate for which just 1-2 of these rats will pay.

Just watch your back - player pirates use the lure of NPC ratting as bait... You'll be merrily smacking down a rat, then you're scrambled, then - "boooom"!. Not good for morale.
