I love how age/gender discrimination for insurance premiums is OK if you're young, but people scream bloody murder if you mention mandatory retesting for elderly people. Kinda makes you think don't it? I'm 23, I have a spotless driving record and yet I still pay more than a girl I work with who has been in multiple fender bender accidents that were her fault and has had more tickets than I can even wrap my mind around. America, **** Yeah.

Forget old people, EVERYOE should have to re-take their drivers test every 2-3 year's. There are lots of stupid drivers out there that shouldn't be on the road. In this decade more U.S. citizens will die from car accidents than died in all the wars of the 20th century combined.
From what i've heard about American driving exams, that's no real surprise. Half of the states allow you to drive at 16, and most have ridiculously easy exams, and apparently you don't even have to know how to drive a car with a stick. People there are given a minimum knowledge of how to drive, and they prepare minimally for their exams... They study to pass, they don't study to actually drive. I can only imagine examinations were even easier in the past - But i'm only going on hearsay on this, so correct me if i'm wrong.
I don't know traffic accident statistics, but i'd bet they're a lot, a whole lot lower in countries with more difficult exams.

If an insurance company thinks something, it's usually because they have strong statistics on their side. Either old people get into less accidents, or those accidents are less severe (and therefore, less payout). I suspect, too, that elderly drivers don't get into many accidents directly, but are an indirect cause of a lot of them (which makes no difference for insurance companies).
Young drivers like cars and driving better than older people. Even if you charge them some insane amount for insurance most of the young would pay just so that they can drive the car. But older people wouldn't. just my thoughts.

Maybe that's because the vast majority of cars in the US have automatic transmissions? Just a thought . . .
