It varies according to ship, and skills.
A Rorqual, for example, has a base of 5. With Cloning Facility Operation 5, you get another .75% of a clone allowed - I can't say firsthand whether or not that rounds up or truncates, though.

That's interesting. I always read the 15% per level to number of clones as being that at level 5 I would get a (1.15)^5=2x multiplier to the number of clones. That way with a rorqual and clone facilities at V I would have 10 clones.
Anyone with a roqual, titan, or mothership want to school me?

Modifiers such as this are added, and seperate modifiers are then applied seperately. In this case it would by 15% x 5 = 75%.

I think he means the base amount of clones a mothership has befor boni.

Base number of clones are 35 on a MS and closer to 100 for Titan. Not 100% sure on the titan number though.
