Is there any CCP policy about noob/default corp language? What I mean is those people writing in cyrillic or another non-english languages? Is it ok?
p.s. - I'm not native english speaker too.

Non but sTrieux, he veux that je speak en english uniquement. 
Dude, liberty? did u know this word? in french "libertT".
Ok it's really hard to understand cyrillic for english/french native. But different languages is a big paty of the game fo me.

Still its kind of impolite to do it, isnt it? As for the liberty - ok, nobody can force you to speak certain language, yet there are some rules on what you can say and what not.
So, there are no official rules? At least I couldnt find them...

However, ingame, I see nothing wrong with creating a corporation meant strictly for Russian speakers (to follow your cyrillic example). Ingame, nobody forces a player to join a specific corp, and therefore, they are not forced to join yours if they cannot read cyrillic and speak Russian. Just be polite and say "I'm sorry, you wouldn't understand our corp chat if you joined" instead of "die in a fire, foreign scumbag!" if someone asks 
With default NPC corporations however... I am just as unsure as you are.

Be happy as long as they understand english and can respond in it when needed. I was in an alliance once where one corp was made up almost entirely of Eastern European (Romania, Ukraine, etc). Most of them either didn't speak english or just refused to do so... we never quite figured out which... but either way there were less than 5 of them that would actually respond if you spoke in english.

There are no rules. I have seen corpse that require you to know a language other than english before you can join.

Hes not talking some private channels, hes talking about public channels. And I for one find the cyrillic in public channels very annoying (and interesting that I see plenty of that, but hardly ever any spanish, german, french...). And I am fairy sure that those people do it exactly because they know it annoys others, not because they don't speak english. If they really had to have a convo in their own language, anyone with a remote sense of courtesy would do so in a private channel.
If there IS not such rule about public channels, imho there should be one.
And I am not a native english speaker either.
