The Carrier is stationed in Irjunen (6 jumps from Jita) which is quite a busy system, since it's the home of the best caldari highsec lvl 4 combat agent.
Price is fixed to 10 billion isk (cash and/or high quality items).

10 billion may seem high for a carrier, but this one is stationed in highsec, so it's a special rare item, a unique ship that noone else can have, since they can't be built in highsec anymore. And it's not stationed somewhere in an empty system but in one of the caldari key systems, that's why i don't like to let it go for less than 10 bil.

Yes you can undock (which often causes a discussion in local btw.) and even use fighters and do missions in that system that have no acceleration gates (such as Damsel in Distress, Zazzmatazz, Attacko of Drones etc.), if you leave the system by jumping into lowsec, you can't return to Irjunen anymore though.

@Zeph Solaris: I don't see any reason why you shouldn't be able to defend yourself. This ship was legally built there, there are no explicit rules that forbid to use it in combat, nor is there a precedent case where someone got punished for using caps in highsec, at least i didn't hear of such a case.
If people are agressing you, they know what they are fighting against, it's no surprise to them, and it makes no sense, if they may attack you and then file a petition if you return fire. Also you are putting yourself at risk of losing a rare ship when you attack someone (you can't dock etc.), and it hurts you financially if they kill the fighter drones, so it's not a risk-free higsec solo-p0wnmobile.
@Mealka: Please read exactly what i wrote in my first post, it was combat lvl4 highsec agent (lvl5s, lowsec- or transport-/mining agents don't count) - and there is no other lvl4 q18 combat agent for caldaris in a 0.5 system.

The carrier is still for sale.
It's not offered as a tool for combat superiority in that system but as a unique item, a luxury ship.
