First, these ships do not put out enough DPS for as fragile as they are, and for the loads of training that requires to go into them.
IMO, they need to have the following:
8 high slots (7 Launcher slots) 100 more powergrid (its a t2 ship ffs!)
and they also need to be able to fit the covert ops cloaking device.
Will this be overpowered?
No, not at all! With some of the other T2 ships able to pull out the same damage as battleships, why not these? It stands to reason that they should be able to. After all, 1 good hit, and they're going to make a popping sound.

I fly them, and I even think this post fails. With three launchers i can volley 2300.
With 8 high slots...................
I can sit at 100km+ and if the target is webbed and scrammed, it is not going to like getting hit.
What t2 ships are you referring too? Because I can out damage them all with a single volley. Miz Stelth Bomerz iz the ****nit. |

Don't Blame CCP for that, Minmatar haven't figured out how to use duct tape to build power windows.
As a buff to SB's I think they are fine, i watch my missiles close in on somebody then giggle as i see massive chunks come off the target, if it didn't just explode right there and then.

Seriously, 7 battleship launchers on a frigate is just absurdly broken. Stealth bombers already do good damage for a frigate, from ranges no other frigate can even dream of. Giving them over twice that damage AND a covops cloak would instantly make half the ships in EVE obsolete.
What really needs to be done:
1) Give them the covert ops cloak. It's not a stealth ship when you fly in un-cloaked on everyone's overview, and then try to hide. With over 100km range on your missiles, you might as well just open fire immediately, everyone knows you're there anyway.
2) Since covops cloak + cruise missiles + bombs is getting too close to an overpowered ship, if not over that line, remove bombs and put them on something else, preferably a T2 torpedo boat on the destroyer hull. Also, reduce bomb costs again, they're still not cost-effective.
3) Ideal, wishful thinking solution: give bombers special nuclear cruise missiles that can be fired from the normal launchers. These are dedicated anti-POS weapons. One missile will insta-pop a small POS (and all anchored structures), two for a medium, and the full rack of three for a large. Outposts, thanks to their superior shields, would take 4-6 missiles (depending on their level of upgrades). Each bomber should be able to carry 6x nuclear cruise missiles, along with a decent load of standard ammo. Cost should be fairly minimal, considering EVE's technology base, around 1 million ISK per warhead would be fair. Additionally, we could consider adding MIRV warheads, reducing the bomber's load to 3x missiles and increasing the cost to around 10 million per missile, but allowing a single missile to destroy every POS at a planet.
This will instantly bring an end to the annoying and broken POS spam mechanics of 0.0 warfare. Ideally, POS warfare and stealth bombers would turn into a cold-war style standoff, with each side having the ability to instantly trash billions of ISK in infrastructure in a single moment. Mutually assured destruction would be the governing law of 0.0 conflicts, and traditional fleet combat would become more popular, with alliances being more willing to surrender territory intact and negotiate peace treaties. It could even become interesting with stealth bombers themselves becoming subject to treaties, and any alliance building more than their quota subject to instant death from the rest of EVE. The mere sight of a bomber de-cloaking in a fleet or jumping through a gate could spark a glorious massacre of POS towers in a preemptive strike, followed by counter-strikes, followed by more and more and more death and destruction of the hated POS towers!
Think of the possibilities!

Please tell my you're being sarcastic or joking, you're suggesting that a package worth 30 mil (cheaply fitted stealth bomber) should be able to take out a fully fitted small pos (250mil+) with a single missile? overwhelming any defences and all structures.
A much better solution would be to make each pos killing missile worth more than the pos itself, so it should be a final stroke solution that costs so much it should be done in only dire times. Pain is Temporary, Pride is Forever |

Entirely serious. Have you ever fought a laggy node-crashing POS takedown blob fight? "Fun" is hardly a word I would use to describe it. Now imagine having to do this dozens of times per system, many systems per region, etc. This is the current state of 0.0 warfare, if you want to be a respected alliance, you deal with the boring POS hell as the price.
Now compare this to mutually assured destruction. Now, nobody has to actually kill the POS. If the diplomats fail and things escalate to a full war, you can instantly blow away the damned things. Meanwhile your opponent can do the same to you, if pushed to that point. So there's no months of POS spam and defense to deal with, you can accomplish the same end result in a single night of bomber attacks.

This defeats the entire purpose of my proposal. If missiles are expensive, you encourage business as usual, taking down a POS by the traditional method. The whole point is to bypass POS warfare entirely, making it completely pointless to spam dozens of sov-claiming towers in every system (since a bomber can just come by and blow them all up). Instead, we have the far more appealing solution of resolving wars by normal fleet fights (including maybe getting some decent small gang objectives!), and diplomacy to keep the nukes in the hangar.
Perhaps to remove the threat of random people deciding to go blow stuff up for fun, add two restrictions on the use of these weapons:
1) The weapons themselves can only be built in 0.0, and leave a signature of some kind that can be analyzed and traced back to their builder. So if you want to use the nukes, you have to leave POSes and territory of your own open to counter-attack, there's no sitting in an alt corp and blowing stuff up for no risk. And if you're a big alliance, you can't just nuke people through an alt corp without risking retaliation against your true alliance. Alliances would have good motivation to control production of nukes and keep a careful eye on their stockpiles.
2) Use of a nuclear cruise missile results in a 30 day flag where you can not join an NPC corp. If you are currently in an NPC corp, the moment you launch the weapon you are instantly booted to a newly created player corp (ex: Merin Ryskin Corp, like the default suggested name when you create a new corp). No hiding behind NPC corps to avoid a war dec after blowing away someone's towers. Optionally, you could add one or both of the following: lock the player into the current corp for the 30 day period and/or make them kill on sight to all players (NOT NPCs).

Rather than instapop a POS, which seems a bit extreme, perhaps such a missle simply triggers Reinforced mode through some sort of empish type fluff reason. No stront, no effect. No effect on the little surrounding modules.
Would be nice in that you dont have to have 2 extremly laggy fleet battles to take down one POS. 1 POS: 1 lagfest ratio would not be all bad.

While a decent idea, the problem is the battle to actually take down the POS is the one that's the problem. When you're just trying to reinforce a tower, you can hit them at any time, reinforcing with limited opposition. But when you're trying to finish the job, everyone has a couple days of advance warning to prepare the full blob to defend it. The result, of course, is they do exactly that, and everyone gets to watch another laggy slideshow and pray they actually get to activate a module this time.

If you ask me (which you propably won't) stealth bombers would need cov-ops cloak to make them great. But still there's the thing with the Bombs... they are not cost-effective, they can be used in 0.0 only, and they are still not cost-effective. I would recommend removing the bombs and adding something like a bonus for launcher's rate of fire. Or fix the bombs to be actually useful and not something that is only used when fighting Goons.

No, don't be silly. All we need to do is give SB's better boni e.g. for the Manticore
damage, rate of fire, velocity, and flight time of cruise missiles +100%, -100%, +100%, +100% (respectively) per level of Cov. Ops.
Then, we can increase the pg so that you can fit LSE II's incase of anyone attacking you, or just smack up the shield resists to
EM: 0% (obviously) Kin: 80% Therm: 70% Exp: 90%
Then, you can just wallop a tech 2 EM hardener on and you'll be next to invulnerable, and have more than the power of a CNR (providing u got cov. ops. 2+).
All this without CCP needing to change the slots.

Hit and Run 4TW, and if you're good you can snatch the loot too before anyone else can do anything 
The only thing I think they should change about it is being able to change out ammo or scripts while cloaked.
