No, you don't have to do it that way. As long as you aren't planning to return to the account, you just do the following:
1) Sit down with them at a PC. 2) Log into your character Management on the EVE-O website. 3) Change all your billing and address info to their info. 4) Allow them to change the password 5) Log out.
Now the account is owned by them. It's their name, and their address, and their e-mail, and their CC info. Nothing from you (except the account username) is left. No $20.00 fee needed.

There are a few reasons why they have this rule
1. Account Freeloaders 2. Out-of-game selling of accounts 3. Farming accounts
Outside those circumstances, it's not affecting the game, nor their revenues. Thus it's not likely CCP will care, even less so enforce it. The exception is character vandalism/theft, which would make not having this blanket rule a nightmare in petitions, etc.
I sincerely doubt CCP would care if Joe Schmoe asked Joe ******* if he could login to re-fuel his POS and change a skill while he was on vacation for a week, even if it required a password change. ____________________ Pimped out Raven to run level 4 missions quickly: 210 Mil ISK. Come on dude, whos going to know whos sharing what unless you put up a post about it. People have been doing this since the beginning of time with cyno,freighter,capital,maxed out command corp accounts. It's in the EULA so ccp can cover its arse when your brother sells all your crap and you decide to sue someone.

One small issue there
Quote: Account Ownership: The original owner of an account is firstly, the owner of the boxed CD key, and in case of online purchases the original creator of an account. Accounts may not change ownership.
As taken from the account page so your suggestion is still against the EULA ---------

I haven't checked, but most Terms of Service specifically state that you do not have the authority or permission to give your account to anyone else. As such you can't even do this.
You have to realize that when it comes to abstract services and products (such as MMOs), consumers have little to no rights. CCP claims your account as their property, not you, so you don't have the authority to give it to anyone else. That is the law in most first world countries. If you live somewhere where this is not the case, then the ToS is void and CCP can do literally *whatever* they want with your account.

What about the Chinese Hotbunkers who work in the isk farmer sweatshops?  How do you ban the people REALLY abusing our beloved game?
