The reason you can not queue skills is to stop people doing crap like the above.
The fact that skill training persists after you are logged out is a greater benefactor to this scenario that you describe. I have had this conversation with others, and one person brought up a very good point. He said he would love to fight the guy who buys an account off ebay. His point is that game play experience amounts to alot more then isk and sp.
Also, this feature is mainly useful to the newer players, where every skill takes a few hours.

Well I went to switch skills this morning, but couldn't because of the extended outage, so now it looks like I will waste 8+ hours of valuable training time. If there was something like web based training, or even automatic train to the next level this wouldn't have happend

The need for this feature is based upon the lack of the ability to login, which makes this argument invalid. All this feature would allow you to do is change which skill you are training. You still have to buy skills, fly them somewhere, and train them in the actual console. I seriously doubt that the times when ppl login for about 30 secs to switch a skill affects CCP's attempt to break "record conncurent users", and if this actually were a problem, they could just count eve insider logins.
