Just a little confused on what this is exactly referring to. Does that mean my corp needs a 4.0 standing towards their corp, as well as my 6.0, so is it just my personal 4.0 towards the agents corp, or...what.

Corp standing is that specific NPC corporation to your pilot. You'll need to run missions specifically for that corporation in order to get access to that agent.
The standings of an agent to your pilots corporation do not come into play in accessing R&D agents.

what's the point of saying I need 4.0 standing when I have to get 6.0 anyways?

In theory it would be possible to lower your standings to the corp by doing missions for an opposite faction. This will prevent you from using the R&D agent even though your personal standing to the agent might be high enough. I guess thats what its for. ______________________

Actually, it's rather easy to get a high faction standing. I currently have gallente standing above 6.00 and I think I just did a few level 1 or 2 storylines ages ago (I also did a huge number of SoE then Minmatar storylines). Point is, I'm sitting on a standing of 6.00, but I won't be able to use the agents till I get corp standing to 4.00 in order to use that agent.

Its just typical confusing sounding CCP jargon. Let me explain.
Example: You want to work for the best Creodron R&D agent. It requires: You need a minimum effective corp standing of at least 4.40, in addition to an effective faction, corp or personal standing of at least 6.40 to use this agent
The 1st part of that requirement is you corp standing standing of 4.4...it means thats what you need with creodron before you can use that agent.
In addition to that requirement is a "player" corp/"personal" faction/or "personal" corp standing of 6.40. Faction: If you have a personal gallente faction standing of 6.41 or higher then you meet this requirement. Personal Standing: if you get 6.41 standing with Creodron.. you can use this agent.This obviously overrides the lower 4.4 requirement buts its the penance you pay for not having the faction standing required. Employed player corp: If it happens to be that the player corp your employed at has a faction standing of 6.41 with gallente fed then you meet this requirement.
You don't have to meet all 3 off the second requiment just one of them.
The reason for the 2nd requirement is to prevent exploit. If only requirement was the player corp standing you could make 20 R&D alts and have them all grinding R&D points endlessly. This way you force players to actually work for the corporation ONTOP what would possibly be a free secondary requirement if they were in that corp. If your employed in a player corp is that is negative standing or neutral it doesn't matter it will look at your personal faction or personal corp standing in those cases.

Tell me if this works:
1. Create a character and grind his faction standing to 6.4+. So let say this character has 6.4+ standing with Amarr Empire (faction) and say 7.0 with Theological Council.
2. Create a 1-man corp with the above character.
3. Create an new alt and grind Corp standing to 4.4 with Carthum (an Amarr Empire Corp).
4. Join the 1-man corp.
Can the alt now access the highest level agent given that he has satified:
i. Corp standing of 4.4 with Carthum ii. Corp faction standing of 6.4
Would this work?

It's very simple--one has to meet both the required corp standing of the R&D agent as well as the required faction standing... U can meet one but if u don't meet the other--so sorry.

I've been grinding out missions with this character to do R&D agents
The requirement is u need an effective Corp(thats your corp standings toward that corp i.e. Kaalakiota) Faction (thats toward the Faction the said corp is in i.e. Caldari) Personal (thats your standings toward that corp which can be found in your Character sheet)
U have 2 choices really grind out missions with the corp u want to do R&D agents with until u get the 6.00 standing with that particular corp or go do some COSMOS storyline missions with the faction to raise your Faction standing.

Faction standing don't help.
I have above 9.00 standing with the Gallente faction, can access any level 5 agent, but I can access only the Roden shipyards level 4 agents as I haven't the required standing with the Creodron and Duvolle corporations.

Read what this guy said. He's right. Anyone who says something different is wrong and does not know what they are talking about. To recap, the two requirements are.
1. You have a personal standing towards that corp of at least 4.40
2. You have a personal standing towards that corp OR faction of at least 6.4
So, in other words, if you have high faction standing (enough to fulfill #2), you still need to fulfill #1, but it saves you the trouble of getting corp standing too high.
If you don't have faction standing, you just need to get your corp standing up a bit higher to fulfill both 1 and 2.
Simple as that. There are no workarounds. You need these to be personal standings.

Yes--it's Personal standings and please note that in the example above the standings are both for the BEST agent.. Just like with regular agents u can start out with the lower level R&D agents and change to better ones as u gain further standing (but u don't get it by doing the R&D missions themselves which only count towards the storyline missions)...
I keep balanced faction standings and so it's easier for me to get the higher corp requirement than the faction requirement..I went past 8 for kaalakiota but then I also wanted jump clones from that corp...
