i do not see the point in fitting mods in the other 3 mids as i will not use them ever and it keeps the cost down of the ship.
scans people down in under 30 seconds and does a really good job at killing pods that log or any ship that logs with agro

Cloak - check
Proble launcher - check
MWD - check
Scanning rigs - check
Speed - check
Notify - Your covert ops setup is perfect, as is any other possible covops setup that can scan, cloak, run and MWD.

Ok, then, to be just a little constructive there, I would lose the useless railgun and try to squeeze cap batteries there to facilitate bigger warps with faster cooldown between them. Also, if you put a scram on (which implies you actually intend to decloak and activate a module with this 100mil wet papertowel, you might as well pack the rest of the mids with tracking disruptors/painters/dampeners/whatever. Personally I'd just lose the scram so that the temptation is not there...

yeah.. put 3x hypnos multispecs and don't tackle anything with a long targetting range and use your mwd to keep them at your longest disruptor range. Your cap will only last for 30 seconds, so make sure your fleet is already in warp to you and just coming out of warp before you uncloak and say "SURPRISE!"
for PVP anyway, that's the way I do it..
1x cloak, 1x scan probe launcher, 1x smallest powergrid usage gun I happen to find to pop pods if I ever find one
1x mwd, 1x disruptor, 3x hypnos damps
2x overdrives
2x gravity capacitor whatever rigs for scan time..
for exploration, i might switch out the overdrives and go with powergrid stuff to fit more/larger cap batteries and maybe an i-stab for a quick warp-off if the plex i find has a gas cloud and makes me uncloak.

The only time my gun gets used is for pods that log and for ships that i find in SS's or that have logged with agression. engaging stuff that is logged on and ingame is not something i do and have learnt that the hard way i sometimes fit a small cap battery ll but that means removing the overdrive and putting a 2nd MAPC

i was tempted to buy a buzzard but decided i would be better off in a falcon (lets be honest ok a buzzard can cloak but you are basically in space in a paper towel)

lady gank is a covert ops alt and the reason of having her in a covert ops and not a falcon is i cant keep track of 3 accounts in fleet fights or in small gang and i can scan quicker in a covert ops

yes i know they cloak but they are hard to fly when you have caldari cruiser lvl 4 sig analysis lvl 1 and no intention of training them
