Aside from the Sabre, normal interdictors never did truly replace interceptors on the field as fleet or small gang tacklers. They locked too slow, flew too slow, and had a sig radius the size of a large barn while doing it. Of the three that were not Sabres, all had rather large issues which were not only not resolved by the speed nerf, but were multiplied.
Assuming that Tech II exists to allow people to fly better kits on their ships, the Flycatcher and Heretic are a failure when it comes to weapons. Tech II precision light missiles and javelin rockets visit upon the ship a -7.5% velocity penalty. With 6 launchers armed with them, both ships were already taking their 25% hit to speed before you *balanced* them. The Fury Light missiles and Rage Rockets with their -10% per launcher capacitor recharge and poor range were a non-issue as faction versions were comparable in damage without the capacitor penalty. As for the Eris, with a split and partial weapons slot layout and bonuses to a weapons system which burns through the ship's already fragile capacitor is a quagmire, especially given that it can not even fit a warp disruptor if it wants to have a shield extender.
The primary reason that most if not all true interdictor pilots went ape-poo about the speed nerf is that these ships do not have sufficient capacitor regen, resists, hitpoints or a low enough signature to run an active tank and have any hope of surviving. Interdictors had, pretty much since their addition to the game, relied on speed and a shield extender hitpoint buffer to survive. People who did not fly interdictors constantly complained of their ability to warp out or burn away from a fight after dropping a bubble while it was often the case that it was not the ability which was to blame, but the necessity to do so if they wished to keep their ship. Interdictors were then, and are more-so now extremely fragile ships. And before someone suggests that if these issues were fixed, the ships would then make obsolete the Assault Frigates, think about it a bit and try to remember the last time you saw more than one AF in a fleet or roaming gang. AFs are already in need of serious love as they have lost their place in PVP, but interdictors need love as well. Hopefully they will both get fixed in the near future.
