I understand that part of the argument but if someone really wants to gather intel on your system and activities they will be in a cov ops. Proto and improved cloaks play a major role in keeping legit ships alive pursuing their valid chosen course of action. So if after they nerf the non cov ops cloaks to be probed and killed and you *still* have afk cloakers in your system shall we nerf those also?

Ive said it before. There is a very very easy solution. You simply put a proper aggro timer on rat agression- maybe 5 minutes. That gives you a chance to probe a logoffski.
Secondly you make a non cov ops cloak subject to the same agression timer- i.e. you cant cloak for 5 minutes after agression.
This allows travelers and scouts to use the cloak freely in the usual way- whilst preventing the nonsense of people who you have identified in space, either up close or on scanner, being able to simply disappear.

And that blockade runner that warped away after being attacked by 1 fof or 1 smatbomb will be found again and again, so keeping him incapable to cloaking and incapable of leaving the system as the gates are guarded.
Ah, and being hit by a smartbomb will decloak you as you will have an aggression timer.
No chance of letting the aggression timer expire, no chance of warping at long range from the bubble and slowboating to the gate while cloaked. Very esay life for the gatecamper, less for the rest of EVE.
