To fully understand God's ineffable plan would be to surpass human intellect.
No doubt God has his reasons for testing us, but I cannot say with any certainty what they are.
Needless to say though, the Amarr Empire was fighting two wars at the time of the battle you alluded to, which is generally considered a bad idea. Presumably the opportunist Jovians knew that they could not defeat an unoccupied Imperial Navy, and so waited until our forces were busy elsewhere before attacking.

I'm not sure I understand your question regarding the Empire always fighting wars - perhaps you would care to list the major engagements that our government's forces are currently involved in?
