If your on about the static complexes (1/10 rating etc and up), then I too have have found lots of True Sansha items and other fluff from the deadspace plexes (I need to go exploring for the better ones!). The OP is on about finding such spawns in a mission

Not really faction loot, but those skill books are nice too.
I got a lot of those R&D skill books from level 3 structures while working on standings to unlock level 4 agents. Mechanical Engineering, High Energy Physics, Caldari Starship Engineering, etc.
I think the "Informant" mission had a high percentage of dropping a skill book from one of the pleasure hubs.
My R&D alt has 4 research skills and I never had to buy any book from the market 
And I still have a bunch in the hangar should I decide to build another R&D alt.

To answer the AE question, yes its been canned. One of the boys i fly with heard it from a Dev that they've taken it off cause of the faction spawns. It wasnt only Dom stuff either.
GE has dropped nothing for anyone i know and the WC, you can tell when the Overseer will drop something, because their bounty is usually 450k. When they're dropping something decent, that gets elevated to 4 million odd

The Overseer spawns after multiple (it seems like it's always 2) gate activations into his room. I've had him drop a faction hardener once and faction ammo several times but that's it so far.

i don't agree with that. the last 2 times ive done WC, i've had the overseer pop up from both sides first time through

Only thing I've ever gotten, faction wise, in the bonus room of Angel Extravaganza L4, was a Domination Passive Explosive Amplifier (forgot exact name). I was a bit miffed.
Tried to give it away in Ammold, and no one would take it  . Ended up reprocessing it, heh.
Then, last week, I did a level 2 storyline, and got a true sansha EANM.

Domination adaptive nano plating and a cynabal bpc from AE bonus ,DG BCU from GE (when they were 180m-200m) ,DG Large Gravition smartbomb from Rata Niaga yesterday (covering your tracks storyline) all lvl4 missions ,i got nothing from lvl3 missions
No idea about frequency,pure luck i guess.

I've never got any faction loot from WC 4 in about 5 attempts. the overseer is always 600k ish.
AE Bonus just drops bunch of faction missiles the times I've done it.
However, I once got a level 4 storyline against mercs, can't remember the name (Covering your tracks?) but the boss dropped a DG ballistic control unit which was nice. Sold it for 300m. Only proper bit of faction kit I've ever got from a mission.

I'm not saying it always takes two times - even though it probably reads that way. I mean that it seems to always "only" take one extra warp out/return to get him to spawn if he's not there the first time.

That is probably because in most cases when it does spawn, it does not spawn immediately along with the rest of the pirates.
Every time I have encountered it, it arrived a couple of minutes later after I initially warped in.

L4 Angel Extravaganza - Angel Diamond
L4 Worlds Collide - Hibiki's Hacker Card (2*)
L3 Massive Attack - Sansha Silver
(1*) this tag is a one-use, after unlocking the gate it dissappears. I havent checked recently, but when I was doing L3s, the cost of the tag was roughly the value of the bounties you'd get by doing the bonus room, personally I only did the bonus room if i happpened to have an extra tag, I stopped buying them.
(2*) this is used to unlock one of the two entrance gates without having to kill all the guards, so it isn't really necessary. It is also a one-use tag, although its extremely common, since it drops in missions where you kill Zor (such as L4 Damsel in Distress or Right Hand of Zazzmatazz) and most people prefer to kill stuff rather than bypass it (I have about 100 spares myself)

i have run lvl 4 WC too many times to count now, all angel/sansha i think and have never had a faction drop in it.

I just ran Guristas Extrav solo yesterday, long mission with alot of spawns. Then the bonus stage, needs a tag but it isn't consumed so you can reuse it endlessly.
The bonus stage is real easy (on G-Extrav that is), you just start flying towards the storage, at 2km you 1-volley it, take the loot (got a dread guristas module yesterday, sadly the warp scram, 2m urgh) and that's it. The only agro you ever get is the two towers which are easy to tank.
