Okay so on the advice of this board I revisted my Omen's combat loadout last night. First comment:Why can't I install more than three beams? I'm sure that before I lost my first Omen I had four beams installed - now the best I can do is three. I bought some reactor controllers later on so it might be that I was using them and lost them in the concord incident. I'll try those tonight.
As for damage..
I did some tests with UV crystals and 3k rats. The most I got was 65 from a couple of shots. This is an improvement over the 55 I was getting but still seems pretty crappy. I haven't tried the multi freq. crystals but they're gonna have to be damn good to get me to my mate's 200+ per shot.
Okay so he has 5% bonus per level that I don't but I can't see how lvl 3 cruiser can make that much difference unless I'm missing the point.
So..the quest continues and any suggestions will be welcomed.

I have heard that Omen can be better for PvP than the Maller, but I don't see it. You're down one turret slot, 200 power grid, much armor shields and capacitor, and all you get is 300 drone space and 15 m/s base speed.
Why is it that people use the Omen over the Maller?

What sort of gunnery skills do you have? That sort of damage sounds about right for normal to excellant shots.
Depending on what weapons you are using, which beams are you using?
With antimatter charges and named weapons I average 70-80 with my 250 rails. Even got a wrecking hit of 249 yesterday but it doesn't happen very often, ie once in over 500 rounds fired.
Try slapping on a thermal exhaust or better if you can, that will make a bit more damage.

200+ damage / shot? From a cruiser? Not with lasers... He must have been using a slow, powerful gun like a howitzer. Remember, damage per SHOT is totally unimportant. It's damage per second (and cap use per second) that counts. I'd rather hit for 50 every 4 seconds than for 200 every 20... 
Multifrequency crystals will help, though I prefer gamma because they hit almost as hard and use less cap. And you CAN fit 4 guns on an Omen, but you'll need to use a couple reactor controls and have very high engineering skill to fit 4 heavy beams... and they'll eat a TON of cap (another reason to use gamma instead of multifreq). You might be better off using 2 heavy beams and 2 focused medium beams; fit the focused mediums with infrared crystals and the heavy beams with gamma and all 4 guns should have similar range, plus you won't have nearly as many cap problems.

I finally got the chance to do some loadout tests with my Omen and things are looking a lot better. With MultiF crystals installed I got several wrecking shots above 200. One poor 2k Sansha was on the receiving end of 227 and appeared to vanish with one hit 
I took on three 3k rats and a 7k and emerged with 2/3 of my cap left and no damage. That seems more like it.
The only mystery to resolve now is power. On Friday I found I couldn't install more than two beams without getting the thumbs down from my ship. So I bought a load of reactor controller 1s and managed to put four beams on the Omen. Then I removed all but one of the RCs and still managed to keep four beams on the ship. And operate a 10MN MWD.
Um? Whut?
Oh well, I shouldn't complain I suppose but it seems odd. Anyone want to buy some second hand RCs? Only used once :)

5 cap power relays
1 medium capacitor battery
1 tracking computer I
1 medium shield booster II
4 focused medium beam lasers
1 loot-only micro smartbomb

I too am about to equip my first cruiser, the Omen.
Any additional set ups with explanations would be appreciated :)
