I don't know shield tanking well, but armor tanking I can tell you about. So I can't offer a lot by way of telling you how its different, but here's what works.
A pvp and pve tank will be very different. What you have here looks like a combination. The Damnation is perfect for plating for pvp - it has an armor hp bonus and the resist bonus. The dual rep with no plates makes me think this is a pve tank, but an omni tank is usually out of place for pve.
I'm not sure which resist mods you went with - you say they are active membranes. If you mean energized membranes, I would switch them out for either eanm2's+DC, or active hardeners. Could be you meant active hardeners though. There's different points of view, but I tend to go for hardeners any time you are plugging a hole or when you know what to tank, since you'll get more resist out of that slot. I like the eanm's only to omni tank.
In pve, when you know what damage you're tanking, I always go with hardeners. 1 rep2 with 2+1 hardeners is good for most missions, some require an extra hardener. Very, very few require 2 reppers, unless you're not paying attention. If your tank leaves no room for damage mods, there's a problem with it. Tanking in pve is very much a "good enough" kind of thing. Once your tank can handle the missions, there's no reason to spend any more slots on it, it is already doing its job.
In pvp, the omni tank becomes very useful. And especially on a ship like that, plates and trimark armor pumps are beautiful. The idea of damage repaired by second is less important than total damage sustainable. Find the combination of plates and eanm's that gives you the biggest buffer, and enjoy.
So . . . armor tanks don't suck. That depends on how you compare them to shields. If you expect armor tanks to be as strong as shields, they do suck. The reason they are used in pvp so much is that a shield tank has to tank or tackle, or suck at both. In pve, the shield tank has strengths - you can always fit damage mods. The damnation, as an armor tanking missile boat, does have the unique Khanid advantage of having plenty of mids for target painters, which really, really helps taking out frigs in missions. ;-)
