Why is the Anathema so underrated? I can't even find a good topic on how to fit one - are they really that bad, or is it a result of the bad PvP reputation attached to the Amarr?

Because no one is flying amarr because of huge suckage in other ship departments so no one has amarr frig 5?

I think it mostly has to do with the fact that amarr are less-played than other races. All the covert ops ships are basically identical in terms of function, with the cheetah being mostly accepted as the best. It's not that the anathema is bad or anything, just that the amount of threads on it reflect how many people happen to use it.

Uhm, it's not a combat vessel?
They provide warp in points and scout for other ships. As such their fitting isn't really that important as long as it's got a cloak.

They can all do this equally good BUT wich of the 4 can tackle with a point and last longest? I think thats the winner. I just dont know wich one it is though.

I trained amarr frig 5 specificaly because anathema is so cheap. I mean Helios is trash, because it has only 2 high slots, yet it is more expensive.
the best one is cheetah, helios the worst (high slot issue). anathema and buzzard are about equal, buzzard being more forgiving on the cpu side of things.
EDIT: also amarr hav no t1 astrometrics frigate, so that may be a reason

The anathema is good. But it's not really meant for combat (except as a scout).
Probe launcher and Cov Ops cloak in the highs, MWD and then fit whatever CPU mod you need to make it fit and fill out the lows with overdrives (for maximum speed while cloaked).
Fitting out an Anathema (or indeed any Cov Ops) is that simple. What you do with the rest of the mids/highs is quite irrelevant. Personally I like to have a warp disruptor in there in case I catch something undefended and perhaps a pair of Sensor damps with the last high filled with a salvager (never know what kind of tasty wrecks you run across when scouting).
As for rigging. If you're going to rig it at all go for either Auxiliary thrusters (to improve your cloaked velocity) or Low-Friction Nozzles. Polycarbons are somewhat better than the low-friction nozzles, but their primary function (MWD topspeed) isn't going to be used a whole lot.
The important thing is Cloak, the ability to online a Proble launcher (it doesn't have to be online all of the time, but you should know exactly what to deactivate to bring it online quickly), maximum speed while cloaked and a good alignment speed (which is already quite good since you're a frigate). The rest is "leather interior", nice to have but fairly irrelevant for your actual performance.
For a Cargorunner the Probelauncher and Overdrives goes away. Replace them with Auxiliary Thrusters and Inertia stabs in the lows. Never Cargo expand a Cov ops unless you're only going to use it for Low-sec. ______________________________________________ -You can never earn my respect, only lose it. Your probing is utterly secondary to your ability to move and warp while cloaked. The agility given by a low-friction nozzle far outweights a 3 second faster scan when you're doing what Cov ops are doing all the time, avoiding gatecamps of varying quality (everything from 4 mismatched ships sitting on the gate to 100 man gangs sitting on a gate covered by multiple large bubbles). Scanning is done at low-risk situations, and as such it can (most of the time) take those extra 3 seconds.
If you have Cov Ops V (and as such can fit all of your gear without any Co-processors, thus having 3xOverdrive IIs in the lows) then you should fit your lows with polycarbons or low-friction nozzles. If you can't fit 3x overdrives then you should probably fit one Auxiliary thruster and one low-friction nozzle/polycarbon. No idea why it's underrated, I use it as a prober and scout and it gets the job done nicely.
High Covert ops Cloak Standard Missile Launcher
Mids Recon/standard prob Scram Web
Lows 2x overdrive 1x Nano fiber
The launcher is just there if you scan down Pods and things. It's cheap and cheerful and gets the job done.

Covert Ops is Covert Ops - even the worst of them does its job better than any other ship category in the game. Besides, let's take the Cheetah as an example - why does base speed matter when you're usually cloaked and/or have a couple target jammers anyway?

Speed matters because one of your duties as a cov ops pilot is making warp in points, where the length of time it takes you to get close to something cloaked or otherwise get where you need to go is critical.
With that said, I'd still prob take the scan time rigs over speed/agility/mass rigs. And there is no way I'd ever put poly carbs on my cov ops unless I'd just made 120bil popping carebears in high sec and was doing it for comedy killmails.
Same thing when running camps, you want your base speed to be high so you can get out or close to out of a bubble with just one pulse of your mwd.

wich makes the cheeta, the best cov ops in my book.
speed, agility and space to fit everything you need in a cov ops ship.
add grav cap upgrades, wich are essential in a cov ops and you have the best cov ops frig right there. ---

The Anathema is the worst cov ops. It has nothing to do with Amarr in general. Most Amarr tech 2 ships are pretty darn good. But the Anathema is the worst of the 4 cov ops.

Because when you're trying to get through a bubble gate camp with a bunch of interceptors and other fast ships buzzing around, speed is life.

I'm not that good in flying covops but i also vote for gravity capacitor upgrade rigs.
