Maybe they have no interest in talking to you. Maybe they are afk. Maybe they aren't watching local. Maybe there's another reason.

there could be a couple reasons for that.
1... the persons in local are farmers and are not talking to anyone
2... they don't like you or trust you
3... local is minimized and blink turned off
4... the persons in local are just ant-social.
For me I may reply in local, depending on my mood. If I just want to be left alone, then not a chance. -------------------------------------- Heavy Lag Spike II belonging to EvE Cluster Node #0815 hits your Connection, wrecking your latency to 998ms |

Most 0.0 alliances have a "Never talk in local while hostiles/neutrals are present" rule. The reason for this rule is that often people fail to control themselves and end up smacktalking. (smacktalking makes your alliance look bad)
In empire you'll see a lot more people replying in local as long as you say something that makes sense. (for example, if you just say "Hi!" most people will simply ignore you, why would they reply if you're a complete stranger?)

There can be many many reasons for it. One of them is they dont have the local chat window open. You see, some dont bother with local - particularily in Empire space.
Also in addition, lowsec and deep space local, this can be because they are ordered to silence. No chats when on ops for example. It might be they dont want to chat with you either. As I said, a number of reasons.

Don't be surprised if they were AFK or just plain not bothering, or focused chatting on vent. I once walked away alive w/raven intact from a Large Warp Disruptor Bubblecamp held by about 12 members of huzzah alliance. 3 Tacklers within 5000m at warp-in and about 9 gankships, I flew out of the bubble and warped away without even being locked.
But for the most part, people have a lot of reason to ignore local. Everytime I read it when it flashes, it's
A) A mission notification message B) Smack C) Isk Sellers D) Someone from a corp who forgot which channel was corp.
(for the record, I love when a hostile in local says "Drop bubbles at all the gates and get a nyx at each one, there's hostile raven" followed by "Oops, wrong channel",, meanwhile I wander round the systems completely free from attention for the next hour. Nice try )

Personally I never talk in local because I just don't see a reason to. Apart from the fact that the enemy can potentially gain information, there's not a lot to talk about anyway. It's not like I don't have 50 other channels to talk to people I actually know in anyway.

Flapping your gums in local while in Empire draws unwanted attention to yourself and your corp.
Just like I don't open my windows on the street corner and talk with people I don't know, I also don't flap my gums in local....

i will never understand this mentality. this is a game. the thing is, you dont know ANYONE. unless you exclusively play with RL friends. being in someone's alliance doesnt mean you know them. being in someone's corp doesnt mean you know them. talking on TS with someone doesnt mean you know them. hanging out with someone in the game for two years doesnt mean you know them.
you most likely dont know anyone in EVE. so why does it matter whether or not you type in local? i love talking in local. i love talking when i lose my ship or kill someone. people refusing to "smacktalk" after a kill/death takes all the fun out of it...
i'll give you an example. today, some fool tried to tank the sentries while attacking me in his rapier. he didnt land a single hit.
*guns keep missing me* me: wow, you suck. *rapier blows up* me: i'll take that. *T2 gear* him: gf. me: gf man.
this was a stimulating experience. firstly, i felt like a jerk. secondly, i probably made him feel worse. thirdly, i laughed my ass off and he may have as well. this is interchange. interaction. why take it out of the game? dont like whats being said? minimize the window. the point is to feel, and not run away from said feelings. elitist attitudes in a video game ftl.

Why on earh would i want to talk in local, its not like we are all geeky social ******s who cant bear to open our mouths to other human beings, you may not have a decent corp/alliance channel but i do.
If I want to chat with people I chat to corp mates, if they arent on I chat in the help channel.
I change systems often so striking up a conversation in local would be pointless as usually 10 or so minutes later im gone from there and the conversation would end.
Just cause you dont have anyone to talk to doesnt mean we all dont.

I knew something was wrong with the OP!
Anyway, all the people saying local blinking and whatnot... wait, there are people in EvE who do not have local pinned separately from the rest of the chats? It's only, you know, LOCAL. Hello? The free info tool telling you how many people are in system/who they are, and you keep it with the rest of the chats?!?

I don't usually say anything in local. Not that I RP much in game but when I do talk in local it's usually in character, unless I come across somebody I know.
EVE is largely a antisocial world. Nobody here can be trusted, nor should they be. The backstory is hostile, and the game is hostile. People not talking back, suggesting you have sex with yourself or suggesting in a friendly manner that you end your life in local fits in this atmosphere well.
The other day somebody was passing through local and in a rare instance I did interact. Here's what happened:
Him: o/ Me: ..i..

What part of the EVE intro of "Don't Trust anyone and everyone wants to *****you" did you miss?
I cannot blame anyone who never speaks. If they speak they give you information, and if they do that then you might use it to find and murder them.
I, on the other hand, am too stupid to stay completely silent so I will comment now and then. However, I tend to keep conversations rather light and unintrusive whenever possible. I also tend to move around a lot so getting into a deep convo is pointless becuase I will jump out before your next line lol . +++++++++++++++ For the LAST time...

Its because EVE is a MASOG (massively anti social online game) where you have to be conscious of the fact that just about everyone would stitch you up, making friends in the long run isn't always a guarantee as corpmates are probably more likely to shaft you given half a chance.
So if you have to beware of even your "freinds" what chance does someone in local stand? ---------------------------------------------- Piebears <3 Risk Vs Reward.......You take the risk they take the reward. |

I like to chat in local when the situation calls for it , always answering unless the comment is simply not worth answering to. Casual chatter makes my -10 seem less intimidating , and there is a chance that some targets are distracted for the few critical seconds when I come out of warp.
Fleet mutes play a sad game indeed. Local pvp is nice when you have a worthy opponent.

In high sec local is a channel that gets periodically spammed with people not trusting their contracts to be noticed otherwise, and smack talk from war deccing parties. It's inconstant and distracts from the the mission you may be running or the talk you have in corp chat. In high sec there is little reason to monitor it and it doesn't invite to do so.
In low sec, local is an early warning system. Everyone is watching it to spot enemies or oppurtunities. If you talk in it, you draw attention to yourself, which in a pirate infested sector isn't often a good idea. You keep a low profile and watch what happens.
In neither case is local a good way to socialize. Corp chat is better, gang chat would be good if you could trust strangers in your ops. EVE just isn't a very social game and making friends without excluding people beforehand is almost impossible.

I always smack and cause trouble on local and call people by names.
This makes my name and my corp gain more fame/infame and we all know that it's good.
So if you see me on local and I'm not macro mining, I will answer to you!

for what i see, since people don't know each other, they don't feel bad for desrespecting others in EvE. So, if you talk in local, there will be a good chance of someone calls you names and such.
what happens? next time, people will just ignore local.
and then there are rule of not talk in local, that some alliances have (spacially during war times).
or pepz are busy chatting somewhere else...

Well atm my Alliance is at war (sucky but haven't even seen one of the other Alliance lol)... So we're usually not allowed to talk in local... But I'm in Empire atm so I sometimes talk, but most people have it minimized to view number of people, each time it changes they check the newbie then minimize again... No real reason to talk when you're Half-AFK Mining or whatever...
But meh, tons of reasons why you don't. But if you go to, say, Koroma, Jita or whatever, you'll get tons of people talking (ISK Selling too :D) and all... Or the random person travelling through 0.0 talking with their mate about alliance plans... Then warps into your Corps System and they just start yelling "SH*T!!!" :D
