I have seen that we have two different levels and then officer level items. Is a T3 level of refinement for ship equipment a decent idea? Another level to ascend to in creation and invention?

Yes. I don't think they've ever explored this option or at the very least, no-one has ever mentioned it. 
If you're new, I'll turn the sarcasm off: been suggested close to 14,000,000 times and devs have mentioned it sometimes in very roundabout ways.
You may not that whilst I did turn sarcasm off, hyperbole was still in effect.

Last thing I can remember being said about Tech 3, was that it would be better at dissipating Heat. So T3 modules would last longer when heated and T3 ships would cool down faster. Something like that...

Originally, there were 5 tech levels planned for Eve. This was apparent at the beginning since T2 needed L2 in skills. When it became apparent this was far too easy to acquire it was changed. Also, the original plan was to release one new tech tree each year. So we'd be on T5 soon if this were still true.
Obviously, things have changed as CCP realized that just making each new tech level better was a bad idea.
Now T3 will be something akin to customizing ships and mods for a specific and particular use. Heat is one area this has been mentioned, but is not necessarily the only one. Last I heard, they wanted every benefit to have an equal tradeoff. So a, e.g. a T3 Interceptor with amazing speed would have pretty lousy damage and possibly not so great a sig radius.
T3 will also, supposedly, rely on invention. So the inventors can specify what they want to improve and what they want to degrade in their T3 model. This will make each T3 item unique to the creator's goals.
So, yes T3 is a decent idea. No, you're not the first to think about this.

oooh, I certainly hope so. This is what I assumed invention was when I first started playing, I was pretty disappointed when I found out the truth.
Take 1400mm Artillery BPC. Submit invention job with emphasis on RoF and MW, get something with better-than-original in those areas, but worse in random other attributes. How much better/worse depends on yr skills + chance + decryptors used. BPC runs is inversely proportional to how kick-ass the improved attributes are.
This would totally revitalise the manufacturing/fitting/fighting aspect of the game which has got a bit too cookie-cutter lately imho :)
To stop the market being flooded with thousands of slightly different items, make the invention jobs cost billions, and the output BPCs have very high numbers of runs. Not sure about that last bit really.

See Lindsay's reply. But this is essentially how I read the devs' input on the subject. They want something more personal in the mix, but not completely random, as some games allow. It's really difficult to explain, but there are blogs about it if you look back far enough.
IIRC they want something personal on the mods/ships, but within reason. So there would be no "F'nog's uber death-kill-Deimos with a bonus to damage, tank, and resists, and a slight negative to, say CPU, and a major negative to hull (like that matters)." For every bonus there would be a drawback. So if you wanted to improve damage, there would be a significant drawback to another area such that one couldn't add another bonus to offset the penalty, if you get what I mean. So with the above I could get 50% CPU and 1 hull point if I went that route. But I digress. I'm pretty sure it's in the blogs, however.
