Aside from buying BPO's or getting BPC's how do you get a charon BPO.....how would you get capital parts to build the charon?

Check contracts for the components BPC's required to build the ship. Also you'll need a BPC for the charon itself. Simply, contracts will get you what you need.

Aside from buying it, the only other methods I can think of are:
--have someone give you one (don't hold your breath),
--pirate one (don't hold your breath waiting for the target carrying one to just happen to fly by you in an easy to kill ship on autopilot)
--Corp theft (will take a LOT of effort on your part, and/or a LOT of stupidity on the target's part, and is not sure to work. Unless you are EXTREMELY lucky, will probably be easier to earn the isk and buy one).
Not aware of any other methods.
Edit:
As for the parts, you need the BPOs for them. You can buy them or try the methods above.
Play nice while you butcher each other.

Tech 1 BPOs are introduced into the game by npc corporations selling them in market.
So that's the only way to get them beside of getting someone else's BPO in your hands.
Capital part BPOs are also regular Tech 1 BPOs. So you can either buy the parts from other players or buy the BPOs and build the parts.

Out of interest, do freighters require a cap ship array or some other pos module to make or can they be baked in an npc station manufacturing plant?
Iirc freighters are (or were) an "are they a cap ship / aren't they a cap ship" thing.

Iirc freighters are (or were) an "are they a cap ship / aren't they a cap ship" thing.
Freighters can be baked in any NPC station with a manufacturing line, or Large Ship Assembly Arrays.
