Hello, I was just wondering what you need besides the bpc/bpo and minerals to build a bs.

You need to be at station that has manufacturing slot. You'll then pay installation fee and hour fee for the slot. Naturally all the minerals and the bp need to be at the station also.
You might need Industry skill trained, I'm not sure.
You'll want to have Production Effiency trained to 5 to lower the mineral costs. Otherwise you might end up losing more minerals than the ship is worth of and you're better off buying it from market.

Oh - back to the subject. You need Industry level 1.
You would be advised to do the following:
Train production efficiency to level 5 - this reduces your skill based waste from 25% to zero.
If using a BPO - Train metallurgy up few levels - reduces the time taken to research the BPO and download an application called MLCALC - it's in the Stations, Starbases and Outposts forum, where the industrialists hang out. Work out an acceptable ME Level and research the BPO to reduce the BPO waste from 10% to something acceptable (researching to 0% waste isn't advisable as it will take forever and not be cost efficient).
