My skills: 6.7m SP total 2.4m SP in gunnery (can use t2 med guns, but large hybrid is only at 2) 600k SP in drones (t2 lights and meds, t1 heavies) Hull Upgrades to 4, so no t2 EANM or t2 active hardeners Eng/Electronics/WU all to 5, AWU to 3 Battleships to 3 Battlecruisers to 3 cant fly any t2 ships except for AFs and Interceptors
My level 3 mission ship is an ishkur that i've been using ever since i lost my mission myrm my first time attempting "The Blockade" (Level 3-Serpentis version) and it hasn't failed me yet
So, what ship do I go for and how do I fit it for level 4 missions assuming my low SP?

i was running lvl 4s with 2m SP. The ship to use is a dominix, to effectively use a mega or hyp you need very good gunnery skills.
For training I would get battleship to 4, then train your tanking skills so you can use all tech 2 stuff - only after that go for drone skills.
Here's a sample setup that works & is cap stable with everything running, check out the setup thread for others. Where you can't use tech2 use best named tech 1:
Hi: 1x gun for agro, 3x salvager, 1x tractor, 1x drone link aug med: 1x AB, 4x Cap recharger II lo: 2x LAR II, 4x mission spec hardner, 1x cap relay
rigs: 2x CCC, 1x aux nano

Looks like you are more invested into gunnery, i'd start with trainning large hybrid and battleships to IV then use a megathron with 7x 425mm or hyperion with 4x350mm & 4x425mm.

I started flying a Megathron when I had around 4m SP. I haven't lost a single Megathron in a L4 mission.
If you get a Domi, it will take you at least 2x longer to finish a L4 mission. You should make sure that your following skills are at L4:
1) Long range targeting 2) Armor hardening skills 3) Repair systems 4) Energy system operations
Hull upgrades V is a must for any armor tanking race.
I have the following setup:
2 X named heavy missile launchers 6 X 425mm Protos 
3 X Cap Charger II 1 X Sensor Booster II
1 X LARII 1 X EANM II 1 X 1600mm Rolled Tungsten 1 X DCU II 3 X Hardeners
3 X Capacitor Circuit Control 5 X Orges
So go ahead get a Mega and rip through L4's.

Why the plate on a mission setup? Wouldn't you be better of with a damage mod or something?

It makes things looks a lot less scary when you are taking fire from many npc's. All in all just to get you comfortable with them. After you have gotten a feel for the missions you are probably better off without it.
Again, having most of your gunnery skills to IV will get you a long way in lvl4 missions, especially in a megathron.

If you have low sp, I'd either get a Myrm or a Domi as you can go full tank without sacrifising damage.
Myrm would be a passive shield setup (search for passive myrm setups), Domi would be an active armor tank.
Use heavies and sentries. With these ships you won't die in a mission when things go wrong. I fear if you jump into a Megathron now, rig it and get best named large guns, you're just going to lose a 150m-200m ship. A domi or myrm can get insane tanks for under 100m and then you can break-even within 2 days and then you have a ship to fall back on, then you can try out different ships, like the megathron as long as you have a proper income. (lvl 3 income is nothing compared to lvl 4).
When you decide on a ship, ask us for a setup.
