You are better off using double fleeting/t2/faction webs. Webs are always better than painters and if you intend to fight sub capital targets with a dread tackling gear is very important.

I always use a DCU II for pvp for reasons stated above. However, I recommend using specific hardeners for missions, since you know exactly what types of damage you will be taking its very inefficient using adaptive's or DCU's.

I have max fitting skills and honestly it has great difficulty fitting rails and standard missiles in addition to MWD and shield tank. I don't recommend close range weapons for frigates as entering web range almost guarantees your death.
