Hello all,
With all the threads about buffing high sec even more (suicide gankers nerf plz!) I thought I would post a timely retry to make empire more fun and risky. I know this idea has been posted countless times before in different variations but I am just going to bring it back up as my wish list.
I want to be able to declare war on individuals so that I can shoot them without concord interference. Because the victim will not have corporation backup when attacked unlike a corporation war, the fee per week should be high like 150 mill per week.
Great isk sink, allows people to target those pesky macrominers with justice and, best of all, puts a very big smile on my face.
So CCP, if you ever take the advice of the recent posts and buff empire by making suicide ganking harder, please look to my post to discover a method to balance that decision so that we all can be happy (more me than others).

Anyway back on topic.
This will also mean those bloody hulks in NPC corporations can finally be played around with in high sec - another bonus!

So you want suicide ganking be nerfed but war on individuals you are OK with? Seems to be rather contradictory.

lots of good points, for example getting those annoying people who hide in npc corps forever, perhaps put some rules in player has to be +1 year to be viable for a personal war dec, and must be in a npc corp not a player corp.
that way would stop noobs being harrased for fun, and more people doing the whole teamwork thing.
as i said there would be draw backs, as some poeple who are less liked would have constant personal war decs, so perhaps a limit to the number of personal war decs any one person could have.

100M of that ISK should go to the victim getting decced, and 50M to the SCC fee.

Hiding from war decs in an NPC corp for truly risk-free carebearing was never their intended feature I imagine. Of course, if you solve that in this manner you'd need to determine a viable method of surrender, and for the life of me I can't think of one.

Remember that NPC corps existed from day 1 and war declarations were introduced later. War Decs were not introduced to aid care-bear "pirates" in ganking high sec players. Next up, a great and viable method of surrender would be to have a huge button on screen that says, "Yawn. I surrender. Now f' off and leave me alone go and play with your pony you silly little child".

This would allow for griefing.
You can declare wars on the weaker/newbies, and they wont be able to draw help from their corp/alliance to help them out in the war.
So an industrialist wont be able to draw help from corp members to protect them while they transport stuff in their Freighter. Or to protect them on mining operations. It opens for terrorizing certain people, without those being able to draw protection from corpmembers etc etc etc.
Sorry, but there are so many wormholes here that I dont think its a good idea.

Strangely I almost feel that an idea to this one may work. A contract for a fixed minimum fee of at least 100 million on an individual whether in an npc corporation or player. I feel that once the target was attacked his attackers should be flagged to the targets corporation.
The contract could be placed on the open market. A fixed fee payable to concord and the rest defined by the contract issuer payable to the contract accepter upon completion of terms.
Perhaps a higher price for an npc target corporation.
Please note IĈm not a pirate.

A war against someone who doesn't want to fight at all isn't all that interesting or gratifying. The ones who want to avoid war at all cost just dock up (this ruins their own game for the most part) and the ones who initiated the war don't have those targets (this ruins their game too). Basically, no one has fun. A truly fun war is waged between those willing to fight a lot. ---

Individual war could be an option, but with severe restrictions.
1) Only 1 individual war per player. You can only declare 1 or have 1 declared on you. You cannot be declared and declare at the same time (yes, opens up for abuse). 2) No mutual, so you have to pay every week, should prevent above somewhat. 3) If the player is in a corp, he is immune to individual declarations, you have to declare on the entire corp. Otherwise, what is the use of a corp? 4) Let the weekly fee be 150 mill. If the system is abused (people making each other immune), increase the fee by a factor every week. 5) When a declaration ends, a new one cannot be issued by either party for 3 days (so abuser's cannot "reset" the fee every week). 6) Toon's age should not be a factor of declaration. It will prevent new players who want to PvP a bit from doing so. But it also opens up for abuse, I know.
Could be a good thing, could be abused. But I kind of like the idea...

A great way to "surrender" is to simply join a player corp. You should not be able to wardec someone in a player corp, and if the person you wardecced does join a corp/alliance, the wardec automatically extents to it(like the current corp at war joining alliance system).

No. And one very big reason why, it'd be used as one big grief tool which could basically hound players out of the game, out of their accounts, and if not out of their accounts, then create more work for the petition pushers at CCP.
Think about it. Someone rips you off for something (remember, scams are big in eve), then no matter where that person goes, whatever they do, you can chase them down and kill them, basically never again playing EVE the way they'd like to. While that might sound all good and "what they deserve", for one that hits CCP in the pockets if the person just gets bored and leaves. Secondly, those sorts of situations heighten emotions etc etc and before you know it you've got drama bombs going off everywhere.
So no, it wouldn't be fun, and this isn't the carebear in me saying "waah I want my hi sec freighter to be 100% safe", this is me saying such a system could be *Very* easily abused to harass other players unfairly.

The reason for this was Space Invaders and other asshat corporations camping "hi-sec" and killing everything that moved. It was rather destructive to the game as a whole and a load of them got banned, I think, although my Eve history could be wrong (I was just an ignorant n00b at the time). If you were there, it just shows what would happen if some of the PvP extremists got their way.
With respect to NPC corps, I fail to understand the problem that is looking for a solution here. If a guy wants to hide, then let him. If he wants to interact with you, he will. If he doesn't, he won't. If you try and force him with weird game mechanics, he'll just moth-ball his account for a week and you are down 150m.

The problem is that this game is supposed to encourage conflict and PvP and whereas I would be perfectly fine with empire being as safe as it is now (hell I would even be ok with nerfing suicide gankers), this would only be on the condition that empire space is very limited in rewards. This way newbs can get a safe start in empire but if they want to pursue the big bucks they need to get out there in the risk sectors.
Unfortunately CCP bended to the world of warcraft crowd and added level four missions in empire making it immensely lucrative to hide in. This completely goes against the encouragement of conflict that this game boasts.
If they removed level four missions from empire and placed them in low sec/0.0 only AND added some unique ore types to low sec, perhaps these solutions to making empire less safe won't be proposed as much. This would be because people who want to make real isk will actually come out of hiding and the true nature of the game will take its course.
Until then I recommend as many conflict encouraging ideas out there to make high sec less safe. To those who want this to be a PvE game you should realize that the most successful and largest MMORPG out there is PvE based and I feel particularly passionate to ensure that this game retains its harsh uniqueness.
I don't have a desire to move to another PvE game and I haven't come across a game as consequential as this one. The rush I get from this game DESPITE having such a slow paced atmosphere 90% of the time is incredible.
WoW has most of the PvE market and yes PvE crowds are the largest. However I think CCP is correct in trying to cater to the more pvp hardcore demographic. Despite other PvP game failures, I believe strongly that this demographic is large enough to create success for a company - but they need to make sure that they play on their unique strengths. Otherwise this game will be quickly overtaken by a World of Starcraft or something.

Chribba's suggestion of tradable kill-rights would give a similar effect, with the additional benefit of being less subject to "griefing" style abuse - someone has to do something bad enough to give someone else kill-rights before you can purchase them.

Great idea to fight the lag in EVE. I just wonder how you guys will enjoy the price spike as those wardecced high end missionrunners who do not quit invest their deadspace gear into massive reselling...

Unless wardeclaring an individual has some huge drawback to the wardeclarer it will be exploited to the max.
Imagine all those poor noobs who suddenly get a mail, saying, hello, welcome to eve, oh and u have been wardeclared, have a nice day.
Eve would end in less then a year if this completely moronic idea ever made it to tranq _______________________________________________________ CCP, let us pay the online shop with Direct Debit!!!

Unrestrained war decs on individuals would be a bad thing as it would undoubtabley lead to griefing of players, and the targeting of the most vulnerable - e.g freighter pilots harming the economic and trade flow of EVE.
However I would support a mechanism that would allow 'assassination' contracts vs individuals against whom you have a kill right - i.e for a high fee you could 'dec' a single pilot for a limited period of time.
Thats all really mixed in with the broken bounty hunting system - it needs a review.
