I'm a newb, thats why I'm here. Anywhoo, I have the typical noob fear of pvp but am willing to bite the bullet and try some, and likely loose some ships. My question is regarding the ships I'll be using. What ship should a newb like me use (I have skills for everything up to a battle cruiser, and only Minmatar ships)? Hopefully something cheap enough that I won't go bankrupt everytime I die.

There r numerous other threads on this in Missions and Explorations and to specifically answer ur question is impossible without knowing ur secondary skills...most ppl armor tank a tempest which is commonly used for pvp and it's easier to use an armor tank in general for pvp as this leaves med slots open for pvp mods.
The cyclone, another minnie bc, has attributes better for shield tanking...

Grab a Rifter, throw some 200mm ACs and a rocket launcher in the highs, a web, AB and warp scrambler in the mids, then a gyro, damage control and 200mm plate in the lows. There you go. It'll help a lot if you can find some friends to go out with, but you should be able to do well with this ship/setup. The bigger issue is going to be tactics which is why it's good to make friends that are more experienced then you or that are willing to learn with you.

Thanks, that sounds like a really good rifter setup. I really like my rifter that I currently have for missions. I just didn't know if a riter was going to be too small for effective pvp'ing.

U can expect to lose a lot of rifters (I would prefer a thrasher myself)and if u want a better tank u could do away with the webber and ab and add either hardeners or shield recharger/extender and to get the speed back, use an overdrive in a low slot. I am not a big believer in the gyro and in a thrasher with the bonus on tracking it's hard to miss no matter what.

Pick a corp very carefully. Many will say they do a bit of everything: missions, mining, industry, and oh yeah PVP. But what this means is, we have one guy who is crazy and likes to PVP but the CEO doesn't care and never will. Find a corp that is active in PVP and has regular fleets. My corp is moving in that direction but at the moment I think I'm the CEO and the one crazy PVP guy.

HEhe or never join a player corp like me--it drives ppl crazy that I won't join a corp...New ppl typically don't even know enough to ask the right questions before joining a corp...I know I didn't and when I finally knew more decided I didn't need to join a corp to accomplish what I wanted to do...

PVP, is almost impossible these days solo I am afraid. Blobs, WTZ and the various HP increases etc make it very hard to do anything solo without either ganking haulers(not PVP, this is piracy against an unarmed opponent) or splashing the cash on bigger and harder hitting ships. This does not count out finding the odd nubbin who does not know his way through low/hostile space..
The first thing, if you want to learn PVP, is adopt the rule, "If I cannot afford to loose it, I will not use it!!" as you will loose ships early doors as you learn the ropes.
The second, is try to get into one of the Corps who specialise in training newer players in the art of PVP or a Corp who will be willing to train you and accept you will make mistakes early on and not throw a fuse over it.
I would advise T1 ships obviously to learn in. Cruisers would be best IMHO as they offer more survivability and DPS and will be more forgiving of any mistakes you make. Rifters are good ships to, just pick your target wisely and be prepared to have to wait for the right moment. -----------------------------------------------

Your enthusiasm is nice, but this advice is pretty poor.
If you are out to kill another player, you have to have a way to get them to sit still. without the webber/warp scram, then there is nothing to prevent any foe you jump (that isnt afk) from merely warping away.
If you remove your AB, then you just may be too slow to dictate any range with your foe. He will dictate range...kill you...or just decide not to play because as above, you have nothing to hold him down.
In short...if you try to PvP without an AB and Scram...then you will end up the loser...whether it is because your foes keep running, or you find someone you cant run from.
If you want to learn to PvP, then just hop in a ship and get to fighting.
Learn not to warp to stations/gates if you shot first. Learn to use your directional scanner to find people in belts. Learn what ships you can, and cant kill. I recommend going after frigs/cruisers only for a while (you may get lucky and get a moron in a poorly setup BC/BS and get a kill...but you will probably just be killed without much of a fight. Learn to set safe spots within a system. Both to use as a place to scan for enemies, as well as a place to hide from them. Never sit still at a Safe point...make multiple and keep warping. Nothing so humbling as warping to a safe...just to find that your enemy had probes...found you...and made you go boom. Learn to check every person that you dont recognize's character. See how old of a player they are, see what corp type they are in, and see what sec status they have. But be warned, just because someone doesnt have a negative sec status does not mean they wont pop you in a second. But what you can get a feel for is: How old are they? Should they be flying that ship? A 2 month old char in a BS might be easy pickings. A 4 year player in a HAC not so much. *these are general rules...age does not mean everything...but use it as a possible indicator. Also...if they are in "Burninghelldeath IwantToEatyourMother" corp...then there is a good chance they may engage.
In short...get out there and do it. I do not recommend podding people, as if you fight in low sec, it will kill your sec status. If you are just learning to fight, and may not do it as a career, it could be hard on you down the road with a low sec status.
My final piece of advice, is look into joining either corp Red or corp Blue. They are two corps that are constantly at war, so there is plenty of shooting, no sec loss, and you can come and go as you please(from what I hear). May be a good place to start.
cheers
