I found the problem, sort of. It seems either AMD Catalyst 12.4 didn't like Eve on my computer, or the latest Eve update didn't like catalyst 12.4. I reverted to catalyst 12.2 and Eve is working just fine.

Previous to the latest patch I could run Eve with all graphics settings to high, after patch the screen flashes so bad its going to give me a seizure. Frame rate seems to have dropped too for the few minutes I could stand to try to spin my ship in...

I believe the new player tutorials are different now. I think they are missions started by agents, more than likely the station you start in. There are different career path n00b missions that give you various skills and ships as rewards.

No local anywhere would be a bad thing IMO. The reason being, is simply finding a fight. If your on a smallish gang roam going system to system, if you're forced to stop and scan every system, that's going to bog you down potentially spending hour...
