Does the effect of the MWD making you easier to hit take effect only when the MWD is active, or is it a 'passive' penalty ala cargo expanders making you slower?
Wondering if I should skill up for this instead of an afterburner when my primary targets are rats at the moment but PVP is always a consideration.

Only when its active, although with better and better skills, the effects of the speed are so dramatic that you are unable to be hit by most weapons. ___ Eve Players are not very smart. Support Killmail Overhaul

Not always the case actually. If you're not boosting your velocity by a factor of ... erm 5 I think it is, then you're actually -easier- to hit on MWD.
Which is what happens if you're flying a non-nanoed cerb - light MWD, get easier to track (even in an orbit) and die. :/ -- Crane needs more grid 249km locking? |

Signature penalty is only when MWD is active (as is the speed boost). The penalty to cap amount is a passive penalty however.
