So I'm in a Covert Ops frigate, with a covert ops cloaking device and a microwarpdrive II, and wake up in a bubble camp with a single pilot operating it.
Okay, so I double-click toward the stargate I want out of, note the auto-targetting sound, click cloak before he locks on, but no... Can't cloak because he's targetting me...
So how exactly do 0.0 explorers escape bubble camps? Strategies, tactics, not FARK or Goonswarm BS plz.

fast ships, mwd out of bubble, slower ships mwd back to gate. You double click w/e direction you want to go, hit cloak, then mwd. All 3 actions should take place within half a second. There's no way anyone can lock you. They might decloak you, but that's a different subject.

That sound was from your ship locking him back because he had already locked you. You will not see or hear any indication when someone is in the process of targeting you, only that you are locked once you are locked. My guess is you took forever and a half to try and activate cloak.
What I think happened is you waited for your ship to visually uncloak on your screen before turning on your cloak. However, you're not uncloaked once the graphical effect of your ship uncloaking is finished, you're uncloaked right away when your ship starts moving. Once you give the order to move you're immediately uncloaked and people can target you. The graphics is just a graphical effect and nothing else. You need to turn on your cloak right away when your ship starts moving.

How very ironic that the goon ahead of me gave such good advise when you asked for none of their BS. Follow his advise.
Double click the shortest route out of the bubble that is relatively hostile-free, then immediately hit your MWD hotkey followed by your cloak hotkey. An interceptor will probably decloak you if you don't use your MWD, and even then it is likely at short range.

Click your speedometer.
Watch for the notification window (speed changed to xxx m/s) to pop up in the middle of your screen
Once it pops up -- CLOAK.
If you wait untill you physically start to move -- any respectable pilot will have you locked.
Laugh as he tries to decloak you.

The tactics I use are as follows and if you follow them correctly you'll get out of nearly every gate camp you'll ever encounter so long as you are in a recon or covert ops ship.
So you've jumped through a gate and a bubble has popped up or is anchored, steps to take:
1) Don't panic
2) Wait for 20 seconds, during this time calm yourself and get ready to react quickly.
3) After the 20 seconds have passed right click gate while still cloaked and hit 'Approach'
4) Immediately after you see your speedometer move, hit your MWD, then your cloak straight afterwards. Use F1-F8 keys if you want to be super quick.
5) You will coast your way back towards the gate cloaked and under a decent speed, click on the gate so you can get ready to jump.
6) When in range of the gate, uncloak and jump
7) Optional: Depending on the size of the camp and the tank on your ship (if in a Recon, don't try this in a covert ops), its sometimes a good idea to let the campers start to shoot you before you jump, so they get aggression and can't follow you through. (Intelligent campers won't do this, they'll follow you through while they get someone to aggress and force you through.)
8) Once through the gate you'll need to re-assess. Can you align and cloak before a dictor comes through and drops another bubble? Is another bubble already up? Is there a bubble up already but there is only a slow ship there?
Sometimes you may need to go back through the gate you came from again just to shake them off a bit more. If they've got bubbles on both sides of the gate expect to either be there for a long time running between gates, get lucky and escape, or die a horrible death.

Will it not let you activate cloak while gate cloaked? It seems like it would be nice to do all this at the same time - bind F1 and F2 to cloak and MWD, and hit them at the same time you click approach.

Yeah it would be nice. Doesn't quite work that way, though. You can put your MWD and cloak on F1 and F2 to make it easier but hitting them before you actually start moving (even if you click approach or double click first) can prevent them from activating.

Ive done the 'MWD then cloak' thing many times in my SB to avoid gate and bubble camps, and its worked for me bout 95% of the time. sometimes u just get caught, but its not really a hard thing to do.

Its worth noting that if you are quick enough, you can actually activate cloak first, then mwd.
The window for this is pretty small, ie a second or less, but gives you a little more flexibility when hitting f1/f2 in a hurry.
Also, when you fire up the engines to make an escape bid, try and set a direction towards a planet/moon/belt etc, as you can use that to warp to. The sooner you are warping, the sooner you can sit back and relax.
The only other thing I think needs adding is that during the 20 secs after entering the system while you get your breath and prepare for action, check for nearby wrecks and corpses, as you need to make sure your escape route doesnt take you within 2-2.5km of them, or you decloak. If you run into a gate where there has been a pitched battle, this can be a struggle, as there can often be dozens of wrecks or more.
