not wishing to derail your thread but if you want to run level 2's a Caracal is a much better choice for the newer player...really truly!
with low skill points rail guns really suck...they are not high dps in any way and if you don't have the skills to support the range...RoF...and tracking you'll spend hours trying to kills all the frigs whizzing around you in level 2's
the other problem is of course is fitting req's on rail guns. Untill youve trained your fitting skills up high enough putting a full rack of rails on the moa will be a huge pain in the arse if you want any kind of tank forcing you to use lower teir guns gimping your already low dps and effective range.
I know it sucks...I, like you, was keen to give rails a real try..but alas until you have the skill points the Moa will disappoint you...it did me.
All is not lost!
If you keep concentrating on your gunnery skills you will reach a threshold where suddenly rail guns start to work ...then you can go back to the Moa warp into a mission pocket at 50ks and insta pop every frig there
once you get here fitting a mission Moa will be pretty obvious 5 highest teir med rails magnetic feild stabilizers in the lows and tank in the middle ,,,tracking comp if you feel saucy.
the rest is trial and error
until then spend a week to train basic heavy missile skills and profit!

When I was around 1-2 months old in game (started before the 800k skillpoint thing mind you). I used to run missions in a rail osprey of all ships... Yes, you can laugh at me... but I didn't like the caracal much at the time.
You may need to carry a ton of ammo, but it isn't all that hard to do to run missions with rails if you set yourself up right. I'd have to play around with EFT or pick up a Moa to think of a good example setup, which I can't do atm. But overall a Moa is a great ship, and can be setup to tank lowsec sentries if you have cruiser trained high enough, heh.
Heavy missiles at level 2 or 3 wouldn't take long and you will be able to run missions fairly easy (not having to worry about learning the tracking and transversal parts of being a turret user.) But a web and a good setup and you can stick with gunnery and never train missiles at all... and I know quite a few who successfully did it, even if it took a little longer overall before they hit the same level as a missile user. ------------
